French President Francois Hollande arrived with Iraqi President Fuad Masum. U.S. Secretary of State John Kerry arrived at the conference following his visit last week to Middle Eastern countries including Iraq, where he was to trying to build a coalition to fight IS, Hollande on Monday called for united action against the militants.

In Edinburgh, the "NO" campaigners waved British flags and sang God Save the Queen. Queen Elizabeth has been largely silent on the matter until Sunday when she reportedly commented on it after a morning church service near her Balmoral estate in Scotland. The Times newspaper says she told someone in the crowd -- quote -- I hope people will think very carefully about the future -- unquote.
