Afghan president's brother withdraws from election, backs ex-minister

To a packed news conference, the Afghan president's older brother Qayum Karzai announces he's withdrawing from next month's presidential election. Instead he'll back former foreign minister Zalmai Rassoul.

Most of the media here expected the pull out after he failed to turn up for a television debate. The polls are due to take place April 5. If they proceed normally, it will be the first time in Afghanistan's history that power has been handed from one democratically elected government to another. But campaigning kicks off amid economic uncertainty and deteriorating security. Taliban insurgents have denounced the vote and U.S.-led forces, who are reducing their presence in Afghanistan this year are threatening to leave completely.

Latin America marks anniversary of Hugo Chavez's death

South America commemorates Venezuelan President, Hugo Chavez, on the one year anniversary of his death. In Argentina, a mass was held to remember the socialist strongman, who led Venezuela for 14 years. Argentine President Cristina Fernandez greeted a crowd of Chavez supporters at an al fresco mass on Ash Wednesday. She hailed Chavez's efforts to fight poverty and unite leftist countries in the region.

Chavez was a hero to many, especially Venezuela's poorest but he alienated the middle and upper classes. And his tough line against opponents and rigid economics angered others.

Few signs of progress on Ukraine as major powers meet in Paris

High-level diplomatic efforts to resolve the crisis in Ukraine made little apparent headway at talks in Paris on Wednesday.Moscow and Washington were at odds and Russia's foreign minister is refusing to recognize his Ukrainian counterpart. But French Foreign Minister Laurent Fabius sounded an optimistic note.

This view was echoed by the Ukrainian Foreign Minister.
