China, Russia, Iran support Syrian handover of chemical weapons

A Russian plan for Syria to surrender its chemical weapons to avoid a US military strike on the war-torn country is gaining support. In Iran, a spokesperson for the foreign ministry said Tuesday that Tehran favours the initiative - which could see Syria's chemical weapons stockpile put under international control. China, like Russia a firm opponent of any US military action in Syria, said on Tuesday the proposal would be beneficial to maintaining peace in the region. During a news conference Monday, U.S. Secretary of State John Kerry said that Syria could avert a strike by handing over it's chemical weapons. The details of the plan still need to be worked out and U.S. officials have said they would consider the proposal if it was serious and verifiable. US President Barack Obama plans to address the nation later Tuesday to continue making a case for a military strike.

A court in India finds four men guilty of the gang rape and murder of a 23 year old woman on a moving bus last year in New Delhi in a case that has sparked national outrage. Sentencing hearings are set to begin Wednesday with all four facing the death penalty. A defense lawyer for two of the convicted men says they will likely appeal. In December of 2012, the 23 year old woman was raped and tortured with an iron rod by six people on a moving bus. She later died of her injuries. The case drew national and international outrage with thousands protesting to raise awareness about the country's lax anti-rape laws. Changes to the laws have been implemented, and some say this case has stoked public awareness about sexual violence towards women. A fifth suspect, an 18 year old male who was tried as a minor, received three years in a juvenile detention center. The sixth suspect hanged himself in his jail cell.

Philippine soldiers exchange fire with rebels in the south of the country as a showdown with the militants continues in to a second day. At least 6 people have been confirmed dead in the fighting in Zamboanga - the main city in this restive region. The militants attacked the area from the sea on Monday - taking hostages in outlying villages and forcing thousands of residents to flee their homes. I don't care if I have to stay, one resident said. As long as we are alive. Officials say the militants are a rogue faction of the separatists, Moro National Liberation Front. They are negotiating for release of the hostages - even as the fighting rages.
