香港海關關長在2009年"國際海關節"致辭
The Honourable Financial Secretary, distinguished guests, ladies and gentlemen,
財政司司長、各位來賓、各位朋友:
Each year, the Wor1d Customs Organisation dedicates International Customs Day to a special theme to promote international Customs co-operation to tackle an issue of common concern.
世界海關組織每年都會為國際海關節訂立特別的主題,以促進海關合作。
This year, the theme is "Customs and the Environment: Protecting our Natural Heritage".
今年的主題是海關與環境:保護我們的自然遺產。
I think this is a very meaningful theme, that not only reflects the growing concern of the international community about protecting our environment and our natural heritage,
我認為這個主題十分有意義,因為這個主題不但反映國際社會越來越關注保護環境和自然遺產的問題,
but that also helps to highlight the increasingly diverse roles and responsibilities of customs officers today.
亦突顯現今海關人員的角色和責任越來越多元化。
Traditionally, the main role of Customs is the col1ection of import and excise duties and the prevention of smuggling and trafficking in drugs.
海關傳統的主要角色,是征收入口稅及消費稅,以及防止走私和販毒。
Since the 911 events, Customs administrations around the world have assumed an increasing role in the fight against terrorism.
自美國發生9.11襲擊后,全球的海關當局在打擊恐怖主義方面,已承擔更重要的角色。
At the same time, the fact that Customs is often seen by bona fide traders as a stumbling block to doing business means
