Teachers and administrators of private, affordable kindergartens said they started receiving notices from Beijing authorities in May requiring them to stop operation. Some have followed the order, but others are defying it. The private kindergartens do not receive government funding and have lower documentation requirements for residency status. A document from the Changping government that Caixin has seen shows that eight of the 20 private kindergartens in the southern part of the district have been rated C by government inspectors recently, meaning that they do not meet standards and must be closed. Migrant children have always faced difficulties in accessing public education but critics are now hitting out at a policy which they say amounts to discrimination.
