Fellow citizens In the presence of this vast assemblage of my countrymen I am about to supplement and seal by the oath which I shall take
同胞們，值此空前盛會(huì)，我謹(jǐn)按照我國(guó)偉大
the manifestation of the will of a great and free people.
而自由的人民所明確表達(dá)的意愿宣誓就職。
In the exercise of their power and right of self-government they have committed to one of their fellow-citizens a supreme and sacred trust,
人民行使自治的權(quán)力與權(quán)利，賦予他們同胞中的一員崇高而神圣的重托，
and he here consecrates himself to their service.
我謹(jǐn)在此表示將為人民的事業(yè)奉獻(xiàn)自己的一切。
This impressive ceremony adds little to the solemn sense of responsibility with which I contemplate the duty I owe to all the people of the land.
現(xiàn)在這一盛典并未給我所懷有的莊嚴(yán)的責(zé)任感增加多少分量，我深感自己對(duì)全體人民負(fù)有重任,
Nothing can relieve me from anxiety lest by any act of mine their interests may suffer,
無(wú)法從焦慮不安中解脫出來(lái)，唯恐自己有什么過(guò)失會(huì)損害人民的利益，
and nothing is needed to strengthen my resolution to engage every faculty and effort in the promotion of their welfare.
因而已無(wú)須任何東西來(lái)加強(qiáng)我的決心，使我盡職盡力為人民謀取福利。
Amid the din of party strife the people's choice was made,
人民是在黨爭(zhēng)的喧囂聲中作出選擇的，
but its attendant circumstances have demonstrated anew the strength and safety of a government by the people.
但隨之而來(lái)的局勢(shì)重新顯示了民治政府的力量和穩(wěn)定。
In each succeeding year it more clearly appears that our democratic principle needs no apology,
我們的民主原則日益清晰地表明其無(wú)須任何借口為自己辯護(hù)，
and that in its fearless and faithful application is to be found the surest guaranty of good government.
而一個(gè)好政府的最可靠保證，便是忠實(shí)無(wú)畏地履行這些原則。
But the best results in the operation of a government wherein every citizen has a share largely depend upon a proper limitation of purely partisan zeal and effort
但是，人人參政的政府的運(yùn)轉(zhuǎn)要達(dá)到最佳效果，主要取決于正確限制純粹的黨派熱情和嘗試，
and a correct appreciation of the time when the heat of the partisan should be merged in the patriotism of the citizen.
以及正確估計(jì)黨派熱情與人民的·愛(ài)國(guó)熱情融于一體的時(shí)機(jī)。
To-day the executive branch of the Government is transferred to new keeping.
今天，政府行政部門(mén)雖然易手，
But this is still the Government of all the people,and it should be none the less an object of their affectionate solicitude.
但它仍是全體人民的政府，也應(yīng)當(dāng)繼續(xù)成為人民情之所鐘的對(duì)象。
At this hour the animosities of political strife, the bitterness of partisan defeat,
此時(shí)此刻，政治紛爭(zhēng)導(dǎo)致的敵意和黨派斗爭(zhēng)的得失苦樂(lè)應(yīng)當(dāng)暫告終止，
and the exultation of partisan triumph should be supplanted by an ungrudging acquiescence in the popular will and a sober, conscientious concern for the general weal.
而代之以對(duì)民眾意愿的欣然接受，冷靜而真誠(chéng)地關(guān)懷大眾的幸福。
Moreover, if from this hour we cheerfully and honestly abandon all sectional prejudice and distrust,
而且，如果從現(xiàn)在開(kāi)始，我們能自愿誠(chéng)懇地拋棄所有的地方主義偏見(jiàn)和不信任，
and determine,with manly confidence in one another, to work out harmoniously the achievements of our national destiny,
互存信任之心，和睦共事，共創(chuàng)我們國(guó)家未來(lái)的大業(yè)，
we shall deserve to realize all the benefits which our happy form of government can bestow.
就一定能夠使我們完美的政府形式所賜予的全部裨益成為現(xiàn)實(shí)。
On this auspicious occasion we may well renew the pledge of our devotion to the Constitution,
值此喜慶時(shí)刻，我們?cè)俅涡闹矣趹椃ā?/div>
which, launched by the founders of the Republic and consecrated by their prayers and patriotic devotion,
我們的憲法經(jīng)共和國(guó)的締造者制定之后，在人民的祈禱和愛(ài)國(guó)主義的熱情奉獻(xiàn)中變得日益神圣不可侵犯。
has for almost a century borne the hopes and the aspirations of a great people through prosperity and peace and through the shock of foreign conflicts and the perils of domestic strife and vicissitudes.
近一個(gè)世紀(jì)以來(lái)，它與偉大人民的希望和抱負(fù)共生，不僅歷經(jīng)了繁榮與和平，同樣經(jīng)受過(guò)國(guó)外沖突的震撼和國(guó)內(nèi)紛爭(zhēng)的危機(jī)，歷盡人間滄桑。
By the Father of his Country our Constitution was commended for adoption as "the result of a spirit of amity and mutual concession."
我們的國(guó)父曾贊揚(yáng)憲法的采納乃是“友好和相互讓步精神的結(jié)果”。
In that same spirit it should be administered, in order to promote the lasting welfare of the country
憲法的實(shí)施同樣也應(yīng)體現(xiàn)這一精神，以推動(dòng)國(guó)家的長(zhǎng)久繁榮，
and to secure the full measure of its priceless benefits to us and to those who will succeed to the blessings of our national life.
確保我們及仰承國(guó)家福惠的后代子孫最大限度地?fù)碛羞@一無(wú)比珍貴的恩澤。
