M: How do you think U.N.H.C.R. should be doing?
男：你覺得聯(lián)合國難民事務(wù)高級專員辦事處應(yīng)該怎么做?
W: Well, I don't have the answers,
女：我不清楚，
W: but I know that this is one thing that needs to be addressed and solved because there does need to be a real presence here to help count the people and register the people.
女：但我知道這是一個需要解決的問題，因為這里確實需要有人出面來做難民的統(tǒng)計和登記工作。
M: Do you think that the global community has a responsibility to address that?
男：你認(rèn)為國際社會有責(zé)任解決這個問題嗎?
W: Well I think the global community always has a responsibility to any humanitarian crisis.
女：我認(rèn)為國際社會有責(zé)任應(yīng)對所有人道主義危機(jī)。
W: And I think it's in our best interest to address a humanitarian crisis on this scale because displacement can lead to a lot of instability and aggression.
女：我認(rèn)為，在這個層面上解決人道主義危機(jī)關(guān)乎我們最大的利益，因為流離失所會導(dǎo)致很多動蕩和暴力行為。
W: We certainly don't want that. A lot of people feel it's a little calmer now.
女：我們當(dāng)然不希望這樣。很多人現(xiàn)在開始平靜下來。
W: This is the time to really discuss and and try to get these communities back together.
女：這時候才應(yīng)該開始討論，想辦法讓這些群體返鄉(xiāng)。
W: But if these communities don't start coming back together properly,
女：可是如果這些群體返鄉(xiāng)的問題未能妥善解決，
W: if we don't start really counting the people,
女：如果我們還不開始統(tǒng)計人數(shù)，
W: understanding where they are, what they need, making sure the schools are being built, making sure the electricity,the water and all these needs are being met
女：如果我們還不能掌握他們的具體位置和實際需求，修建學(xué)校，滿足水電和其他生活需求，
W: and also understanding that a lot of the people that will return are going to come back to houses that are occupied or destroyed and bombed out.
女：認(rèn)識到許多人要返回的家鄉(xiāng)已經(jīng)被占領(lǐng)或者被炸毀了。
W: It's going to be a big operation to understand the needs, to address it to help people put the pieces of their life back together and return to their communities.
女：獲悉他們的具體需求，滿足需求，幫助他們將重新開始生活，返回故鄉(xiāng)，這是個龐大的工程。
W: So it's really just getting the plan together, getting the group together and everybody actively focused on helping the refugees.

M: What would be the message that you would want to carry out of here back home or even the message that you would want to get out internationally in terms of what's happening here,
男：你回去之后會如何向國內(nèi)國際社會描述這里的事情？
M: the refugee crisis, the consequences that could happen in the future if it's not properly addressed.
男：包括這里的難民危機(jī)，還有如果不能妥善解決的話，可能帶來的后果。
W: I always hate speculation on the news, so I don't want to be somebody who speculates.
女：我討厭新聞上的猜測，所以我不想亂猜測。
W: Um but I think it's clear that a displaced unstable population is what happens in Iraq, and how Iraq settles in the years to come is going to affect the entire Middle East.
女：不過，伊拉克人民流離失所、動蕩不安，這是事實，伊拉克安定與否在未來的幾年內(nèi)也會影響整個中東地區(qū)。
W: And a big part of what is going to affect how it settles is how these people are returned and settled into their homes, into their community
女：而影響其安定與否的很大一部分原因，在于這些難民能否安然返鄉(xiāng)，妥善安頓下來，
W: and brought back together and whether they can live together and what their communities look like, so it does have broad implications.
女：重新開始生活，他們能否和睦相處，會形成什么樣的社區(qū)，這些都具有廣泛的含義。
