My View on Popular Stars Migrating to Foreig Countries

In recent years， many popular stars are reported to have migrated to foreign countries．For example， a reputable actress last year swore under the national flag of Singapore to become its citizen． She is claimed to have a Singaporean husband． Although those popular stars have the natural right to choose their nationalities， and there are various reasons for them to make such decisions， once they have migrated to foreign countries， they are no more citizens of PRC． While some people hold that it is their natural rightto migrate to any foreign country， others categorize those stars in the group of traitors in peacetime．
據報道，近些年許多明星都選擇了移民。例如，去年一名著名女演員成為了新加坡公民。據說，她的丈夫是新加坡人。盡管，這些明星有選擇國籍的權利，但是，他們選擇移民的原因是多種多樣的，一旦他們選擇了移民，他們就將不再是中國公民。許多人認為選擇移民是他們的權利，還有人認為這是一種叛國的舉動。
As far as I am concerned， their naturalization from China to foreign nation is not acceptable． Firstly，I agree with many observers that those stars have intentions of evading taxes． According to the relevant articles in tax regulations， stars that have changed their Chinese citizenship will be entitled non－citizen taxpayer status provided the duration and residence meet required standards． This policy indicates that their earnings outside China are tax deductible． Besides， since these stars are no longer Chinese citizens， they will receive preferential treatments such as tax reduction within certain period if they establish their own businesses in China． Though there are no sound evidences on the relationship between tax evasion and migration， we are still justified to claim that tax evasion has been taken into considerationby those stars based on various news coverage and columnists’ observations．
我認為，移民是無法接受的。首先，我同意一些觀察員的意見，認為他們是為了逃避交稅。根據現行的稅法規定，那些改變中國國籍的明星就將變成非公民納稅人，他們將會滿足一些相關規定。這種政策指出他們在中國以外的收入將不再征稅。此外，由于他們不再是中國公民，他們將獲得更好的待遇，例如特定期間的減稅政策，前提是他們在中國建立了自己的事業。盡管我們還沒有移民和逃稅之間的確鑿證據，但是，我們依然可以說逃稅是其中的一方面，上述是根據不同的新聞報道和觀察所得出的結論。
Secondly， many stars take advantage of migration to have more babies． Due to the implementation of family control policy in China， the majority of families shall only have one child． Once they are still citizens of PRC， they are not permitted to have a second child． However， there are no such family control policies in many foreign countries． In some countries， birth rates are on the decrease to such an extent that the authorities have to encourage young parents to have more babies by providing additional welfare programs． This point can be illustrated by a famous director’s case． He currently holds the passport issued by the government of the United States and fathers two lovely sons．
第二，許多明星利用移民生孩子。由于中國施行計劃生育政策，大部分的中國家庭只有一個孩子。只要他們是中國國籍，他們就不允許生二胎。但是在國外卻沒有這樣的政策。在許多國家，生育率正在不斷下降，以至于政府不得不鼓勵年輕人生更多的孩子，并提供更好的福利待遇。這一點能夠從一位著名的導演身上找到證據。日前，他獲得了美國護照，他有兩個兒子。
On all accounts， those stars migrate to foreign countries for their own interests． But they should not forget the fact that it is China that gives them the opportunities to become reputable． In return， it is their responsibility to repay their motherland， instead of deserting China by changing their nationality in their own interests．
總之，這些明星是因為個人利益而選擇了移民。但是，他們不應該忘記的是是中國給予了他們成名的機會。相反，他們有責任來報答中國，而不是為了自己的利益而拋棄祖國。
