China has released a guideline for improving the country's pilot free trade zones (FTZs). The guideline was issued by the Communist Party of China Central Committee and the State Council.

It is important to thoroughly implement the strategy of upgrading pilot free trade zones, and promote the upgrading of the international trade center.
要深入實施自由貿易試驗區提升戰略，推動國際貿易中心提質升級。
To enable pilot FTZs to better play an exemplary role, it is essential for them to uphold overall Party leadership, pursue high-level opening up as the guidance and institutional innovation as the core, coordinate development and security, align domestic rules with international economic and trade rules by high standards, further promote institutional opening-up, strengthen overall planning and systematic integration of reform, and promote innovative development of the entire industrial chain.
要堅持黨的全面領導，堅持以高水平開放為引領、以制度創新為核心，統籌發展和安全，高標準對接國際經貿規則，深入推進制度型開放，加強改革整體謀劃和系統集成，推動全產業鏈創新發展，讓自貿試驗區更好發揮示范作用。
