碳達峰試點
China will launch carbon-peaking pilot projects in 100 cities and zones nationwide to solve bottlenecks constraining the country's green and low-carbon development and explore paths toward carbon-peaking for different areas, according to a plan issued by the National Development and Reform Commission (NDRC) on Monday.
國家發(fā)展改革委11月6日對外發(fā)布《國家碳達峰試點建設方案》（以下簡稱《方案》）。《方案》明確，在全國范圍內(nèi)選擇100個具有典型代表性的城市和園區(qū)開展碳達峰試點建設，聚焦破解綠色低碳發(fā)展面臨的瓶頸制約，探索不同城市和園區(qū)碳達峰路徑。
Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
實現(xiàn)碳達峰碳中和是一場廣泛而深刻的經(jīng)濟社會系統(tǒng)性變革。立足我國能源資源稟賦，堅持先立后破，有計劃分步驟實施碳達峰行動。完善能源消耗總量和強度調(diào)控，重點控制化石能源消費，逐步轉(zhuǎn)向碳排放總量和強度“雙控”制度。推動能源清潔低碳高效利用，推進工業(yè)、建筑、交通等領域清潔低碳轉(zhuǎn)型。推動能源清潔低碳高效利用，推進工業(yè)、建筑、交通等領域清潔低碳轉(zhuǎn)型。
