The theme of the 2014 World Day of Audiovisual Heritage says it all – there is so much more to be done to ensure the long-term preservation of the world’s shared heritage.
2014年世界音像遺產(chǎn)日的主題一語(yǔ)道明:要確保世界共同遺產(chǎn)得到長(zhǎng)久保護(hù),我們?nèi)匀蝗沃氐肋h(yuǎn)。
Audiovisual documents, such as films, radio and television programmes, provide primary records of the 20th and 21st centuries, helping to maintain the common memory of all humanity. As monumental shifts transform the way that information and resources are generated, accessed and managed and as an increasing quantity of audiovisual material emerges in digital form – including emails, blogs, social networks, and websites – all audiovisual heritage is endangered today. Millions of films, audio and video tapes and discs are at risk of crumbling into dust, fading away and disappearing.
諸如電影、廣播和電視節(jié)目等音像文獻(xiàn)作為二十世紀(jì)和二十一世紀(jì)的主要記錄方式,幫助維持全人類的共同記憶。隨著信息與資源的產(chǎn)生、獲取和管理的方式發(fā)生重大變化,也隨著越來(lái)越多的音像資料以數(shù)字方式出現(xiàn),其中包括電郵、博客、社交網(wǎng)絡(luò)以及網(wǎng)站,今天所有的音像遺產(chǎn)都面臨威脅。數(shù)以百萬(wàn)計(jì)的電影、音像磁帶和光盤可能化為塵埃,逐漸消失。
To respond, we must recognise and raise awareness about these challenges – this is the importance of the World Day of Audiovisual Heritage. We must also craft new approaches to archival programmes and train archivists to adapt to a changing political, technological, and cultural environment. Preservation professionals should be given all of the support that they need to safeguard the common audiovisual heritage of humanity.
為此,我們必須直面挑戰(zhàn),提高人們的相關(guān)認(rèn)識(shí)。這是世界音像遺產(chǎn)日的意義之所在。我們還必須開拓檔案計(jì)劃的新途徑并對(duì)檔案管理人員開展培訓(xùn),使其適應(yīng)不斷變化的政治、技術(shù)和文化環(huán)境。專業(yè)保護(hù)人員應(yīng)得到所需的各種支持,以保護(hù)人類的共同音像遺產(chǎn)。
These goals guide all of UNESCO’s action through the Memory of the World programme, launched in 1992 to protect and promote the world’s documentary heritage through improved strategies for preservation and access. We build here on the comprehensive set of international instruments that UNESCO has developed to protect cultural and documentary heritage, whose implementation we support by building capacities at the local and national levels. This is especially important in situations of crisis or disaster.
正是為了實(shí)現(xiàn)這些目標(biāo),教科文組織于1992年發(fā)起"世界記憶"計(jì)劃,通過(guò)改進(jìn)有關(guān)保護(hù)和獲取問(wèn)題的戰(zhàn)略,保護(hù)并宣傳世界文獻(xiàn)遺產(chǎn)。教科文組織制定的一整套保護(hù)文化和文獻(xiàn)遺產(chǎn)的國(guó)際文書可為此發(fā)揮作用,我們通過(guò)在地方和國(guó)家層面開展能力建設(shè),支持這些國(guó)際文書的實(shí)施。這項(xiàng)工作在危機(jī)和災(zāi)后形勢(shì)下尤為重要。
We must act today to ensure that future generations can enjoy humanity’s common audiovisual heritage tomorrow. This heritage carries lessons, information and knowledge that are essential to share. It is a foundation of identity and belonging as well as a wellspring of innovation and creativity. This is why archives are so important as guardians of our collective memory, guaranteeing the right to truth as well as the ‘right to know’.
為確保子孫后代能欣賞到人類共同的音像遺產(chǎn),我們必須現(xiàn)在就行動(dòng)起來(lái)。音像遺產(chǎn)承載了我們必須共享的經(jīng)驗(yàn)、信息和知識(shí)。它是認(rèn)同和歸屬感的基礎(chǔ),也是創(chuàng)新和創(chuàng)造的源泉。檔案守護(hù)著我們的集體記憶,保障人們了解真相的權(quán)利以及知情權(quán),因此具有十分重要的意義。
In this spirit, I call upon all Governments to strengthen national policies to preserve and provide access to audiovisual heritage in all forms and to support professional activities for identifying and preserving collections of enduring value. This is UNESCO’s message on the 2014 World Day of Audiovisual Heritage.
為此,我呼吁各國(guó)政府加強(qiáng)相關(guān)國(guó)家政策,保護(hù)并開放各種音像遺產(chǎn),支持確定和保護(hù)具有恒久價(jià)值的收藏品的專業(yè)活動(dòng)。這是教科文組織在2014年世界音像遺產(chǎn)日要傳遞的訊息。
