Dear Experts, Colleagues and Friends,
This is the fifth time to hold the Information Meeting on Population Issues in China during NPC and CPPCC since 2003. The meeting is jointly organized by General Office of National Population and Family Planning Commission of China (NPFPC) and Institute of Population Studies of Peking University.
For each meeting, there is a distinct theme. During the four meetings in the past, in-depth explorations and discussion have been conducted on population security, young population, population health and population ageing and many important results have been achieved. All the past meetings have not only enriched the theory on population development in China, but also put forward many constructive policy suggestions closely linked with realistic population issues, which has played a significant role in assisting decision-making, scientifically making decisions and promoting the healthy development of population and family planning undertakings. On behalf of NPFPC, I would like to take this opportunity to express our gratitude to the experts, scholars and comrades for their great efforts and penetrating views.
There is significant background of the era to decide the theme of this meeting as Pay Attention to Population Development and Promote Social Harmony.
Population issue has always been an issue concerning the overall coordinated sustainable development in China and a key factor influencing its socioeconomic development. It is the inevitable choice for the realization of scientific development and the due obligation for China to consistently follow the road for the comprehensive solution of its population issues with Chinese characteristics.
The Sixth Plenary Session of the Sixteenth Central Committee of the Party has adopted the Decision on Some Important Issues in Building a Socialist Harmonious Society. On 17 December 2006, the Central Committee of the Communist Party of China and the State Council issued the Decision on Fully Enhancing Population and Family Planning Program and Comprehensively Addressing Population Issues, on a new historical start-point and considering from the overall situation of development in China.
To earnestly implement the two decisions and conduct researches by closely linking the two issues of "Pay Attention to Population Development" and "Promote Social Harmony" has great realistic significance and historical significance to command the overall situation of socioeconomic development with Scientific Outlook on Development, comprehensively solve population issues based on the overall development of people, attach great significance to social development and people's livelihood, promote the coordinated and sustainable development of population and economy, society, resources and environment, and accelerate the pace for overall development of a well-off society and construction of socialist harmonious society.
During the "10th 5-Year Plan" period, population and family planning of China has entered a new stage of stabilizing low fertility level, comprehensively solving population issues and promoting overall development of the people. On one hand, we must treasure the history, fully confirm the practice of population and family planning work of China in the last 30 years or so and the significant achievements made in averting over 400 million births in China, ensuring population security, coordinating relationship between population, economy, society, resource and environment and striving for the harmonious development between people, human and society and human and nature, and continuously stick to the basic experiences effective for many years. And, on the other hand, we must clearly see that, under the new situation, population development in China takes on an unprecedented complicated situation, low fertility level faces a real risk of rebound, and contradictions between population quantity, quality of life of the population, population structure, population distribution and population movement, population of working age and population ageing mingle together, all of which has brought about new challenges to overall development of a well-off society and construction for a socialist harmonious society. We must open up our mind, study on and deal with new problems, and continuously enrich and develop the train of thoughts and methods for the solution of population issues with Chinese characteristics. NPFPC has always attached great significance to cooperation with research institutions and set up regular contacts with many research agencies and their experts and scholars. We are pleased to see that, under the advocacy of the Institute of Population Studies of Peking University, this meeting has received positive response form many research institutions and their experts and scholars and population and family planning workers and collected a lot of high quality theses. As many famous experts and scholars have attended the meeting today and some of them will give comments and suggestions on specific topics, we have all the reason to pay high expectation to the opinions and suggestions from the meeting.
