Joint Statement between the People’s Republic of China and the Kingdom of the Netherlands on the Establishment of an Open and Pragmatic Partnership for Comprehensive Cooperation

中華人民共和國和荷蘭王國關于建立開放務實的全面合作伙伴關系的聯合聲明

At the invitation of H.M. King Willem-Alexander of the Kingdom of the Netherlands, H.E. President Xi Jinping of the People’s Republic of China paid a state visit to the Kingdom of the Netherlands from 22 to 24 March 2014. This is the first visit to the Netherlands by China’s Head of State since the formal establishment of diplomatic relations at ambassadorial level between the two countries in 1972.

應荷蘭王國國王威廉·亞歷山大邀請，中華人民共和國主席習近平于2014年3月22日至24日對荷蘭王國進行國事訪問。這是1972年中荷正式建立大使級外交關系以來，中國國家元首首次訪問荷蘭。

During his visit, H.E. President Xi Jinping met with H.M. King Willem-Alexander, held talks with H.E. Prime Minister Mark Rutte, and met with President of the Senate Ms Ankie Broekers-Knol and Speaker of the House of Representatives, Ms Anouchka van Miltenburg. The two sides had in-depth exchange of views on China-Netherlands relations, China-EU relations and other issues of common interest. The two sides agreed to issue the following statement, reaffirming their commitment to strenghtening their cooperation as set out in their Joint Statement on the Strengthening of Bilateral Cooperation between their Ministers of Foreign Affairs in 2007.

訪問期間，習近平主席同威廉－亞歷山大國王舉行會見，同呂特首相舉行會談，并會見了荷蘭議會一院安基·布勒克－克諾爾議長和二院阿努什卡·范米爾滕伯格議長。雙方就中荷關系、中歐關系及其他共同關心的問題深入交換意見，并一致同意發表如下聲明，重申2007年兩國外交部《關于加強雙邊合作的聯合聲明》中有關擴大合作的精神：

I. Both sides acknowledge the substantial progress in the bilateral relations and the growing and fruitful bilateral cooperation between the two countries, which is wide-ranging, large in scale and characterised by strong internal momentum.

一、雙方一致認為，兩國關系取得實質性進展，雙邊合作不斷發展，成果豐碩，涉及領域廣、規模大、內生動力強。

II. The two sides decide to establish an open and pragmatic partnership for comprehensive cooperation. They note that the Netherlands is one of China’s main cooperation partners in Europe, and has been China’s second-largest trading partner within the EU for 11 consecutive years, since 2003. Both sides believe that a new definition of their bilateral relations will further promote ties between China and the Netherlands, and lead to win-win cooperation that benefits both countries and peoples.

二、雙方決定建立開放務實的全面合作伙伴關系。雙方表示，荷蘭是中國在歐洲的主要合作伙伴之一，自2003年以來已經連續11年保持中國在歐盟第二大貿易伙伴地位，雙方一致認為，賦予兩國關系新定位有利于更好推進中荷關系發展，實現互利共贏，造福兩國和兩國人民。

III. The two sides agree to maintain the momentum of high-level exchanges and consultations. They underline the leading role of such exchanges in the promotion of mutual understanding and trust, and the further development of bilateral relations based on equality and mutual respect. The Netherlands side reaffirms its adherence to its one-China policy.

三、雙方同意保持高層交往磋商勢頭，強調高層交往對增進相互理解和信任，以及在平等和相互尊重基礎上發展雙邊關系發揮著主要作用。荷方重申堅持一個中國政策。

IV. Both sides emphasize the importance to give full play to the unique advantages of the Netherlands as the gateway to Europe as well as the advanced and comprehensive connectivity between China and the Netherlands on the European and Asian continents, and of further expanding China-Netherlands trade and investment in an open, fair and non-discriminatory manner. Both sides acknowledge the importance of creating a level playing field and providing market access. In addition to existing cooperation, both sides stand ready to expand cooperation in traditional areas such as agriculture, food, water, petro-chemicals and logistics as well as in emerging industries such as high-end manufacturing, energy conservation and environmental protection, smart cities, financial services and creative industries, and to encourage their enterprises to jointly develop third-party markets, including markets outside the European and Asian continents, with a view to further building comprehensive, closer, long-term and innovativeeconomic and trade cooperation between China and the Netherlands. Both sides reiterate their consistent commitment to free trade and their opposition to protectionism and recognize the importance of responsible business practices in both their home and third markets. Memorandums of Understanding (MoUs) were signed on important areas of bilateral cooperation during President Xi’s state visit.

四、雙方強調，應該充分發揮荷蘭作為歐洲門戶以及中荷在歐亞大陸之間領先的全方位互聯互通的獨特優勢，本著開放、公平、非歧視原則，進一步擴大中荷貿易和投資規模。雙方認可創建公平競爭環境和開放市場的重要性。雙方愿意在現有合作基礎上，深化農業、食品、水務、石化、物流等傳統領域合作，拓展高端制造業、節能環保、智慧城市、金融服務、創意產業等新興領域合作，鼓勵兩國企業共同開發第三方市場，包括歐亞大陸之外的市場，進一步建設全面、緊密、持久、創新的中荷經貿合作關系。雙方重申將一如既往支持自由貿易、反對保護主義，認識到在各自國內和第三國市場開展符合社會責任的商業活動的重要性。在習主席國事訪問期間，雙方就雙邊合作中的重要領域簽署了諒解備忘錄。

V. Both sides stand ready to expand people-to-people exchanges, strengthen mutual learning, further promote exchanges and cooperation in culture, education, science, tourism and sports, increase the number of student exchanges, jointly train high-calibre professionals, provide more opportunities for youth exchanges and continuously enhance mutual understanding and friendship between the two peoples and provide the appropriate facilities and infrastructures to facilitate this.

五、雙方愿意擴大兩國人文交流，加強互學互鑒，繼續加強在文化、教育、科技、旅游、體育等領域的交流合作，擴大互派留學生規模，共同培養高層次專業化人才，為青年交流提供更多機會，不斷增進兩國人民之間的相互理解和友誼，并為此提供適當的便利舉措和設施。

VI. The two sides reaffirm their commitment to the promotion and protection of human rights. The two sides agree to deepen exchanges on human rights at the bilateral and international level on the basis of equality and mutual respect and to strengthen their human rights dialogue with constructive consultations on jointly agreed key priority areas.

六、雙方重申致力于促進和保護人權，同意在平等和相互尊重的基礎上深化雙邊和國際人權事務交流，在協商一致的關鍵和重點領域通過建設性的討論加強人權對話。

VII. Both sides are committed to promoting the development of the China-EU comprehensive strategic partnership. The two sides are committed to making full use of the existing mechanisms to strengthen communication, handling trade frictions through dialogue and consultation as a preferred option, and, if needed, through negotiations, with an objective of finding mutually beneficial solutions.

七、雙方致力于推動中歐全面戰略伙伴關系發展。充分利用現有雙邊機制加強溝通，優先采取對話和磋商，必要時通過談判，處理重大雙邊貿易摩擦，以找到互利的解決辦法。

VIII. As members of the United Nations, the two sides stand for respecting the purposes and principles of the Charter of the United Nations and the authority and role of the United Nations. Both sides fully support a fair, just and rules-based multilateral system and the leading role of the United Nations in addressing global issues, safeguarding world peace, promoting common development and advancing international cooperation and peaceful settlement of international disputes which are likely to endanger the maintenance of international peace and security.

八、雙方強調，中荷同為聯合國會員國，主張尊重聯合國憲章的宗旨和原則以及聯合國的權威和作用。雙方全力支持一個公平、公正和基于規則的多邊體系，支持聯合國在解決全球性問題、維護世界和平、促進共同發展、推進國際合作以及和平解決可能危及國際和平與安全的國際爭端等方面發揮領導作用。

Both sides affirm their commitment to close coordination and cooperation within the UN and other international organizations and on international affairs, and to supporting the development of developing nations, particularly the least developed countries. They also agree to explore the possibilities to further strengthen exchanges and cooperation in anti-terrorism and anti-piracy endeavours, and are pleased with one another’s active role as contributors of personnel to the peacekeeping missions of the United Nations. Both sides welcome the cooperation between the two countries in the framework of the peacekeeping missions of the United Nations.

雙方愿意密切在聯合國等國際組織和國際事務中的協調和配合，支持發展中國家特別是最不發達國家發展，并尋求加強在反恐、反海盜領域交流合作的可能性。雙方對兩國積極派遣人員參與聯合國維和行動感到滿意，歡迎兩國在聯合國維和行動框架下開展合作。
