中國在澳有約14萬學子，這不是一個小數目。他們在這里勤奮學習、遵紀守法、文明禮貌，展示了中國青年一代的形象，成為中澳交流的使者，受到了澳社會接受與肯定。關心廣大留學生，重視留學生工作，是我們的本份。我在拜會澳政府有關部門時，一再要求對方采取切實措施，為中國留學生提供良好的學習生活及實習工作條件，對方給予了積極回應。一周前，駐澳使館領事部、教育處邀請澳警方聯合舉辦了留學生安全講座，為學生們提供了實實在在的服務。這樣的事我們今后還要主動去想、去做。

There are approximately 140,000 Chinese students studying in Australia. This is not a small number. They are hard working and well behaving, and project a good image for the Chinese youth. Their role as a goodwill messager between the two countries has been widely recognized and appreciated by the Australian society. We are duty bound to care about and support Chinese students in Australia. When I visited the relevant government agencies of Australia, I stressed to them the importance of providing an enabling environment for Chinese students to live, study or do field work in Australia, and got positive responses from them. One week ago, the consular and education sections of the Embassy organized a safety lecture for Chinese students in Australia in cooperation with the AFP. This is one of the practical services we provide to them and we will do more in the future.

人民日報：有澳報道稱，澳美部長級會議期間，美方表示中國要表明自己能夠成為本地區“負責任的一員，還有很長的路要走”。請問大使對此有何評價與回應？

People's Daily: Australian media reported that the US side stated during AUSMIN that there was a long way to go before China could prove itself to be a responsible member of the region. How do you comment on that?

陳大使：中國確實還有很長的路要走，但這是發展之路。改革開放以來，中國國力日益增強，但仍然是一個發展中國家。中國發展道路上面臨諸多困難和挑戰，人均發展水平還很低，貧困人口還很多。要使13億人過上富裕的日子，還需要幾代人努力。

Ambassador: Yes, China has a long way to go, not to prove itself, but to develop itself. Although China's national strength has been growing steadily since it embarked on the path of reform and opening up, it is still a developing country, with a large population and many difficulties and challenges on its way ahead. Our level of development is very low in per capita terms. It would take several generations' effort to deliver a well-to-do life to the 1.3 billion Chinese people.

中國人說話算數。我們維護自身主權、安全、發展權益說到做到，我們履行國際義務也說到做到。作為安理會常任理事國，作為一個發展中大國，中國一向負責任地處理好本國事務，因為中國的穩定與發展是對全人類的最好貢獻，是對全世界盡到的最大責任。中國也負責任地處理好國際關系，這在中國的外交政策宣示與實施中得到充分體現；在亞洲金融危機、當前國際金融危機中得到突出體現；在應對重大全球安全問題、在聯合國維和行動中得到具體體現。中國的命運掌握在自己手里，中國的開放和發展與世界互動互利，共同前行。

We Chinese are men of words. We are committed to safeguarding our sovereignty, security and development interests and fulfilling our international obligations. We mean what we say and will accord our words with actions. China is big and responsible developing country in that it has managed its own affairs well, and maintained stability and development. This is the best contribution China has made to mankind and the biggest responsiblity it has discharged for the world. China also takes a responsible atitude in handling international relations. This is not only indicated in its foreign policy statement. It has been borne out in its conduct of diplomacy, the way it responded to the Asian financial crisis and the ongoing global fiancial crisis, and its contribution to the UN peacekeeping missions and the settlement of major security concerns in the world. China is the master of its own fate. China has achieved development through opening up and interaction with the outside world. The world has, in turn, benefited from China's development. This is a win-win process that will lead China and the larger world to greater progress.

鳳凰衛視：您如何看待美澳雙部長會議簽署一系列軍事合作協議？

Phoenix TV: Australia and the United States signed a number of military cooperation agreements during AUSMIN. What's your comment on this?

陳大使：不久前結束的美澳雙部長會，引起了外界關注。我們對內對外一直重申，中國堅持走和平發展的道路，高舉和平、合作、發展的旗幟，奉行獨立自主的和平外交政策。中國自身發展帶動了世界繁榮發展，在國際金融危機中，中國作用更為突出，這是有目共睹的。中國發展需要和平的外部環境，更需要本地區的和平與穩定。做好自己的事，管理好自己的國家，是中國始終不渝的追求。中國沒有擴張的歷史，也沒有稱霸的文化，有的只是建設國家的需求和睦鄰友好的信念。

Ambassador: The recently-concluded AUSMIN has caught much attention. As we have told ourselves and the outside world time and again, China is committed to the path of peaceful development and pursues the independent foreign policy of peace. Peace, cooperation and development is our ultimate goal. As a matter of fact, China's development has contributed to world development and prosperity. Its prominent role in countering the global financial crisis has won applause from around the world. China's development needs a peaceful external environment, a tranquil and stable regional environment in particular. To get our business done and manage our affairs well is China's guiding principle. China did not seek expansion in history, nor does it have a hegemony culture. What we have is the desire to develop ourselves and build a friendly neighbourhood.

中國、美國、澳大利亞都是亞太地區重要國家。中國重視并希望加強與澳大利亞、美國的合作關系。維護地區和平，促進地區發展，符合各方及地區利益，也是大家的責任。我們歡迎澳美發展關系，希望這些關系有利于本地區與世界的和平與發展。

China, the US and Australia are all major countries in the Asia-Pacific. We value and hope to strengthen our cooperation with the other two countries. To uphold regional peace and promote regional development is in the interests of individual countries and the region at large. It is also everyone's unshirkable responsibility. We welcome closer ties between Australia and the US, and hope that such relations will grow in a way that is conducive to peace and development in this part of the world and beyond.
