Guangming Daily: Could you share with us your vision for the work of the Embassy?
陳大使：我認(rèn)為，中澳關(guān)系基礎(chǔ)扎實，超越雙邊，意義重要；合作成果顯著，潛力巨大，前景廣闊。使館將在過去多年工作基礎(chǔ)上，與澳方共同努力，保持雙方高層交往，加強戰(zhàn)略對話，增進(jìn)政治互信；深化經(jīng)貿(mào)合作，拓展合作領(lǐng)域，促進(jìn)互利共贏；開展公共外交，擴大人文交流，鞏固友好民意；密切多邊溝通合作，推動全球和平發(fā)展；重視僑務(wù)工作，服務(wù)廣大僑胞；關(guān)心留學(xué)人員，創(chuàng)造良好環(huán)境。
Ambassador: As I said, the significance of China-Australia relations has extended beyond bilateral scope. It has a solid foundation, great potential and boundless prospect, and our cooperation has yielded fruitful results. Looking ahead, the Embassy will build on the progress we have made in the past years, and work together with the Australian side to enhance our political mutual trust by maintaining high-level exchanges and strengthening strategic dialogue, promote economic cooperation for mutual benefit in both depth and width, and increase people-to-people and cultural contacts to deepen the friendly sentiments between our peoples and reinforce public support for China-Australia relations. We will step up communication and cooperation with Australia in multilateral settings to contribute our share to global peace and development. It is also high on our agenda to serve the overseas Chinese communities and support and foster a sound environment for Chinese students in Australia.
新華社：中澳自貿(mào)區(qū)協(xié)定談判進(jìn)行了十五輪仍沒有結(jié)果。請簡要介紹自貿(mào)區(qū)談判的過程，談?wù)勎曳饺绾慰创再Q(mào)協(xié)定。
Xinhua News Agency: The China-Australia FTA negotiations have gone on for 15 rounds without coming to any fruition. Could you brief us on the negotiation process, and China's position on the FTA?
陳大使：首先，我想指出的是，中澳兩國政府對推動雙邊自由貿(mào)易協(xié)定談判進(jìn)程有很強的政治意愿。中方多次強調(diào)，愿本著“積極、務(wù)實、平衡、互利”的精神談判，爭取達(dá)成一個“全面、平衡、高質(zhì)量”的自貿(mào)協(xié)定。
Ambassador: Let me first make it clear that both the Chinese and Australian governments have a strong political will for advancing the negotiation process. As the Chinese side stressed on many occasions, we have entered the negotiations with a positive, practical and balanced attitude, and have been working hard for a free trade agreement that is comprehensive, balanced, high-quality and mutually beneficial.
談判迄今進(jìn)行了15輪，我認(rèn)為，這是有益的15輪，雙方對彼此立場和關(guān)切有了清楚的了解，有了這個基礎(chǔ)，才能找到合理可行、有利雙方的解決方案。應(yīng)該說，我們離成功更近了。
It is true that we have held 15 rounds of the negotiations. But they are meaningful rounds that have enabled us to better appreciate each other's positions and concerns. It gives us a basis on which we can arrive at a reasonable and mutually beneficial solution. I should say we are getting closer to success.
中澳兩國是世界上的重要經(jīng)濟體，發(fā)展階段不同，發(fā)展條件各異，彼此利益關(guān)切點難免會不一樣，況且我們兩國間自貿(mào)協(xié)定和作用與影響不同于其它較小的經(jīng)濟體之間所簽協(xié)定，完成談判不是一日之功，需要雙方有取有予，互諒互讓。
China and Australia vary in stage of development and conditions. It is nothing uncommon if we have diverging interests and concerns. Moreover, a FTA between two world major economies like us would have greater impact than those between smaller economies. To achieve such an agreement takes time. And it requires both sides to make concessions and show mutual understanding and accommodation.
中澳經(jīng)濟優(yōu)勢高度互補，利益交融很深。中國十二五規(guī)劃期間，將堅持實施互利共贏開放戰(zhàn)略，加快轉(zhuǎn)變經(jīng)濟發(fā)展方式。這必然使兩國合作領(lǐng)域更廣，可挖掘潛力更大。有一位澳記者曾列舉出，中澳除能資合作外，可在金融服務(wù)、信息產(chǎn)業(yè)、通訊技術(shù)、生物科技、物流、健康保健、城市規(guī)劃管理、汽車設(shè)計、清潔能源、再生能源、體育產(chǎn)業(yè)、教育、旅游、法律服務(wù)等10多個領(lǐng)域開展科研與產(chǎn)業(yè)合作。面對如此廣闊的經(jīng)貿(mào)合作空間，自貿(mào)協(xié)定將促進(jìn)雙邊經(jīng)濟技術(shù)合作邁出一大步。我們期待與澳方共同努力，切實推動自貿(mào)談判進(jìn)程。
China and Australia are highly complimentary economically, and our interets intertwined. During the 12th Five-Year Plan period, China will continue to pursue the win-win strategy of opening up and transform its growth pattern at a faster pace. This will inevitably create more areas for our cooperation and give it more potential to tap. As an Australian journalist rightly put it, apart from energy and resources, China and Australia can carry out joint rearch and industrial cooperation virtually in a dozen areas, such as financial services, ICT, bio-tech, logistics, health care, urban planning and management, automobile design, clean and renewable energies, sports, education, tourism and legal services. Given the broad space of cooperation, a FTA between China and Australia will boost our economic and technological cooperation to a new height. We look forward to working jointly with the Australian side to bring about substantive progress in the negotiation process.
