On Tuesday, President Barack Obama committed to take on the United States' growing heroin and prescription epidemic by devoting resources to prevention and treatment, rather than to “war on drugs” policies.

In his speech, Obama also talked about a nearly completed Human Services Department rule that would treat substance abuse and mental health services such as medical and surgical benefits under Medicaid and Children’s Health Insurance Program programs.
