繁復的規章、公文
講解：
從前，英國政府的公文用紅帶子捆扎，所以red tape是「公文」的代稱，再進一步引申為「繁文縟節、官樣文章」。例如，員工向公司申請一支筆，要填三張表、蓋五個章，就可稱為red tape。
