TEXT:Mexico's famed Popocatepetl volcano spews smoke and ash on nearby towns and villages. Officials are now considering the possibility ofevacuations, and are mobilizing to prepare for such measures. Last month, Mexico's National Centre for Disaster Protection raised the alert level for the volcano to it's third highest on a seven-step scale. Some local residents say they are scared of a possible erruption but don't have the money to move away. "It frightens us, but where shall we go? To go to the city costs money. Here we live in fear but we're holding on." "Popo," as the volcano is commonly known, hasspat outmile-high clouds of ash and smoke several times this year. 2【War games in Jordan】約旦軍事演習
TEXT:It's a familiar scene -- military aircraft and personnel in the desert --- only in this case, it's part of a war game in southern Jordan involving thousands of troops from all over the world. Forces from 18 countries including the U.S., Jordan, Lebanon and Italy are participating in the exercise. Dubbed "Eager Lion" the scenarios give troops a chance to learn how tocarry outattacks on ground targets in coordination with artillery and air power. Military leaders say the drills aren't being directed at any particular country. Eager Lion War Games Spokesman, Major General Mekhled Al Sheim saying: "There is no relation between this exercise and what is going on in Syria or other event around the world. This exercise has been in planning for three years, and a similar exercise was conducted in Jordan in 2011 between Jordan and the United States." The games, which were attended by Jordan's King Abdullah, will also train forces in unconventional warfare and how to respond to a chemical attack. Deborah Gembara, Reuters

4【Limits on Rare Earth Exports Get China in Trade Dispute】中國控制稀土出口引貿易爭議
TEXT:This is the VOA Special English Economics Report.
The United States, European Union and Japan have called for talks with China under the dispute settlement system of the World Trade Organization. They want to discuss China’s export limits on rare earth metals and two other minerals, tungsten and molybdenum. WTO rules give talks sixty days to work. If they do not settle the dispute, a WTO panel can then be requested to help reach a settlement.
Rare earth metals are used in the manufacture of almost every high-technology device -- from mobile phones and computers to batteries for electric cars. And demand is only growing.
China says it follows WTO rules in exporting the minerals. In twenty ten, China mined about one hundred thirty thousand metric tons of rare earth metals. That was about ninety-seven percent of world production.
But information from China’s government and the United States Geological Survey shows that China has reduced its export limits sharply in the past two years. Critics say this unfairly helps Chinese companies in the production of high-technology products. And, they say, it is a violation of World Trade Organization rules.
This week, President Obama explained why the United States is involved in the case.
BARACK OBAMA: "This case involves something called rare earth materials, which are used by American manufacturers to make high-tech products like advanced batteries that power everything from hybrid cars to cell phones. We want our companies building those products right here in America. But to do that American manufacturers need to have access to rare earth materials, which China supplies. Now, if China would simply let the market work on its own, we'd have no objections. But their policies currently are preventing that from happening, and they go against the very rules that China agreed to follow."
President Obama added that the United States has a productive economic relationship with China. But he said he would take action if American workers or businesses were facing unfair trade policies.
China says it has restricted rare earth exports to meet needs at home. And it says its policy helps limit the environmental damage caused by over-mining.
China now faces a slowing economy. In February, the nation had its biggest trade deficit in ten years. Experts expect China’s central bank to increase the money supply to aid economic growth. At the same time, inflation remains a threat.
On Wednesday, Chinese Premier Wen Jiabao discussed the need for reform. He said China “must continue to strike a balance between maintaining steady and robust economic development, making economic structural adjustments and managing inflationary expectations."

So your thinking of hiring your first employee or maybe its your 15th employee and your thinking about taking out and advertisement, either in a local newspaper or one of the increasingly popular internet advertising sides such as craiglist.org or squidoo.com, which is a new one. What are some of the rules about creating and effective and legal job advertisement? Well, lets begin at the beginning. You’re looking for a specific position, you need to be able to define with some accuracy with the essential functions of that position are. People do not like it when they respond to an end and they show up for the job interview and the position is completely other than as what’s described in the advertisement that they read and relied on. So give some serious thought about what exactly the essential functions are of the job position and make sure that those are stated in the advertisement. Secondly, make sure the job title is stated in the advertisement. You do not have to indicate salary or but some people in their advertising like to suggest a range jut to give people a sense of whether this is an entry level or a professional position. I think digression would air on the side of perhaps not putting that information in because let’s face it. Salary is always subject to negotiation. If you publish a $100,000 a year and someone comes in who’s willing to work for $80,000 a year, you’ve lost your ability to negotiate that. I would keep it out of the attic if necessary. Very important, do not put anything in your add that would indicate any sort of a discriminatory hiring preference. This is probably the biggest mistake that people make with their job advertising. So for example, non women of color need not apply. That’s an absolute no-no that violates every federal and state job discrimination law that I know off. You know certain types of people tend not to work well in this job, not suitable for a disabled person. These are all things that can get you into some incredible legal hot water if your not careful. I would say, if you run to encourage minorities and females and other assessed people to apply for your position and other assessed people to apply for your position, do state that you are an equal opportunity employer. Believe it or not, a lot of people think you have to be certified but some government agency as an equal opportunity employer, not at all. All you have to do is say in your add, we’re an equal opportunity employer translation. We encourage minorities, women, the disabled and veterans to apply for this position. Do state, if a position would b suitable for veterans, that is absolutely not a discriminatory thing as long as you don’t say, the veterans only need to apply. Its okay to welcome people into the applicant pool. Its not okay to exclude people from your applicant pool when you do a job advertisement. I’m Cliff Enneco for sbtv.com.
