In June, 2013, the media in theUK, the United States and China’s Hong Kong exposed the National SecurityAgency’s clandestine surveillance program, codenamed PRISM, using documentsreleased by the former NSA contractor Edward Snowden. The leaked informationprovoked shock and outrage. Subsequently, an investigation carried out byrelevant Chinese authorities over several months confirmed the existence ofsnooping activities directed against China.

As a superpower, the UnitedStates takes advantage of its political, economic, military and technologicalhegemony to unscrupulously monitor other countries, including its allies. TheUnited States’ spying operations have gone far beyond the legal rationale of “anti-terrorism”and have exposed its ugly face of pursuing self-interest in complete disregardof moral integrity. These operations have flagrantly breached Internationallaws, seriously infringed upon the human rights and put global cyber securityunder threat. They deserve to be rejected and condemned by the whole world.
作為超級大國，美國利用自己在政治、經濟、軍事和技術等領域的霸權，肆無忌憚地對包括盟友在內的其他國家進行監聽，這種行為的實質早已超出了“反恐”的需要，顯示出其為了利益完全不講道義的丑陋一面。這種行為悍然違反國際法，嚴重侵犯人權，危害全球網絡安全，應當受到全世界的共同抵制和譴責。

Targets of U.S. surveillanceinclude the Chinese government and Chinese leaders, Chinese companies,scientific research institutes, ordinary netizens, and a large number of cellphone users. China sticks to the path of peaceful development, and sees nojustification for being targeted by America’s secret surveillance under theguise of fighting terrorism.
美國的監聽行動，涉及到中國政府和領導人、中資企業、科研機構、普通網民、廣大手機用戶等等。中國堅持走和平發展道路，沒有任何理由成為美國打著“反恐”旗號進行的秘密監聽的目標。
America must explain itssurveillance activities, cease spying operations that seriously infringe uponhuman rights and stop creating tension and hostility in global cyber space.
美國必須就其監聽行動作出解釋，必須停止這種嚴重侵犯人權的行為，停止在全球網絡空間制造緊張和敵意。
