今年也是中國(guó)加入世界貿(mào)易組織10周年。中國(guó)政府將進(jìn)一步提高對(duì)外開放水平，并通過積極參與多哈回合談判，努力維護(hù)廣大發(fā)展中國(guó)家的利益。在擴(kuò)大對(duì)非合作方面，我國(guó)確定了從2010年開始用三年左右時(shí)間減免非洲最不發(fā)達(dá)國(guó)家95％的關(guān)稅、在國(guó)內(nèi)設(shè)立非洲產(chǎn)品展銷中心、與多個(gè)非洲國(guó)家啟動(dòng)中小企業(yè)發(fā)展專項(xiàng)貸款合作等一系列擴(kuò)大開放的措施。我們還將進(jìn)一步推進(jìn)貿(mào)易自由化、便利化，出臺(tái)更具針對(duì)性的擴(kuò)大對(duì)非進(jìn)口新舉措。

This year is also the 10th anniversary of China’s accession into the WTO. The Chinese government will open wider to the rest of the world and strive to maintain the interests of developing countries by its participation into Doha Round Negotiations. On expansion of the cooperation with Africa, China determined to grant zero-tariff measure on 95% products from the least developed countries in Africa in three years since 2010, set up exhibition center for African products in the Mainland and initiate the cooperation about special loan for small and medium-sized enterprise development with quite a number of African countries. Besides, China will further boost the liberalization and facilitation of trade and launch more targeted measures on expanding import from Africa.

總體上看，當(dāng)前中非經(jīng)貿(mào)合作正處在互利共贏的新起點(diǎn)上，為實(shí)現(xiàn)對(duì)非經(jīng)貿(mào)務(wù)實(shí)合作新跨越，中國(guó)政府推出了一系列新舉措。我希望通過此次訪問，向非洲政府和民眾傳達(dá)中國(guó)政府發(fā)展對(duì)非關(guān)系的真誠(chéng)愿望和采取的新舉措，了解非洲朋友的真實(shí)需求，探討在新形勢(shì)下如何深化雙邊務(wù)實(shí)合作，進(jìn)一步推動(dòng)中非經(jīng)貿(mào)關(guān)系健康穩(wěn)步發(fā)展。

To put it in a nutshell, it is a new start for Sino-Africa trade and economic cooperation of mutual benefit and win-win outcome. For another leap and bound in the pragmatic cooperation in trade and economy with Africa, China launched a series of new measures. I hope to extend the Chinese government’s sincere wishes on the development of Sino-Africa relations and new measures to African countries and people, understand the real demands of our friends, discuss how to deepen bilateral pragmatic cooperation under the new situation and further promote the sound and steady development of Sino-Africa trade and economic relations by this visit.

記者：您這次訪問非洲三國(guó)，取得了哪些具體成果？

Reporter: What achievements do you make after your visit to the three countries?

陳德銘：此次訪問的三個(gè)非洲國(guó)家都具有顯著的區(qū)位優(yōu)勢(shì)，且與中國(guó)的經(jīng)貿(mào)合作關(guān)系日益密切。摩洛哥作為地處北非的阿拉伯國(guó)家，是經(jīng)濟(jì)持續(xù)穩(wěn)定發(fā)展的經(jīng)濟(jì)體，也是非洲通往歐洲和中東地區(qū)的重要通道；赤道幾內(nèi)亞是中非國(guó)家經(jīng)濟(jì)共同體和中部非洲關(guān)稅和經(jīng)濟(jì)聯(lián)盟成員，是中非地區(qū)近年來經(jīng)濟(jì)穩(wěn)定、快速發(fā)展的國(guó)家；加納是西非國(guó)家經(jīng)濟(jì)共同體的重要成員，近年來發(fā)展勢(shì)頭良好。

Chen Deming: The three countries have featured regional advantages and their trade and economic cooperation with China is ever closer. Morocco, as an Arab country in North Africa, has a steady economy with constant development. It is also the important channel between Africa and Europe and Middle East. Equatorial Guinea, whose economy developed rapidly and steadily in recent years, is the member of Economic Community of Central African States and Central African Customs and Economic Union. And Ghana is an important member of Economic Community of West African States and its development momentum is sound.

訪問期間，我拜會(huì)了三國(guó)領(lǐng)導(dǎo)人，與三國(guó)政府相關(guān)部門分別舉行了對(duì)口會(huì)談，重點(diǎn)探討了如何推動(dòng)一些新領(lǐng)域的合作，并考察了一些在建項(xiàng)目和當(dāng)?shù)厥袌?chǎng)。雖然此次訪問日程緊湊，但內(nèi)容豐富，成效明顯，達(dá)到了預(yù)期目的。

During the visit, I called upon leaders of the three countries, held matching talks on how to boost the cooperation in new fields with relevant departments of the three governments respectively and made inspection in some ongoing projects and local market.
