下海”一詞是在中國剛開放時的用詞，意思就是做生意。也含有風險的意思。改革開放之初，市場經濟開始繁榮，一個新的自由空間正在出現。一些人，主要是政府機關人員、企事業單位工作人員等放棄在傳統體制內的位置，轉而到這一新的空間里創業經商、謀求發展，這樣的行為被稱作“下海”。

9. 863計劃 863 Program（Plan）
