2. What do you think of the unemployment problem in China?

這道題目考查對失業問題的看法，其中自然包括失業問題產生的原因、嚴重性和解決的辦法。對于大學生而言，他們雖不會遭遇“失業”，但面臨著嚴峻的就業形勢。中國勞動力嚴重過剩，勞動力市場供過于求。考生可以結合自己實際來思考、分析當今的失業問題。

Candidate 1: In these years, the unemployment problem in China is getting worse and worse. I think there are three reasons.

Firstly, the large number of population in China leads to the situation that many people compete for the only one job. If you do not have enough abilities you will miss the chance. Secondly, it is the result of our country entering into the WTO. With the opening of the market, the overseas labor flows in and takes part in the competition for the employment. Thirdly, it is a reflection of the development of the modernization. For instance, the factories drop their out-of-date machines and use the modern devices which need fewer workers to operate. For this reason, the factories have to cut down the number of employees.

Perhaps we cannot change this situation immediately, but we can improve it as much as we can. The government should take care some measures such as exploiting the market, improving the quality of education and so on. As a university student, we have to improve our professional skills, deepen the understanding of the world and work harder in order to avoid the unemployment.

Candidate 2: As we all know, China has a large number of population which leads too many people unemployed. Thus it causes too many issues to society.

In my point of view, there are two main reasons for the problem. On one hand, with economy growing, there will be higher demand for workers'professional skills and managers' innovative concepts. Many people can not reach this so that they would be fired. On the other hand, even though there are many vacant jobs, supplies greatly exceed demands in China.

I think we should do a lot to change this situation, such as introducing incentive programs to encourage people to work in the rural and the western regions, improving the encourage people to work in the rural and the western regions, improving the educational level and implementing laws and so on.

I believe that the situation would be getting better in the future.

Candidate 1首先給出了失業的三個原因。第一，中國人口眾多，許多人競爭一個職位。第二，中國加入WTO帶來了許多外來競爭。第三，隨著經濟的發展，現代化的進程加快。設備的更新減少了對勞動力的需要。Candidate 1指出失業問題的解決是個長期的過程。但是我們可以從各方面做出努力，政府應該采取一定措施，如提高教育質量等。作為大學生而言，我們應該提高專業技術水平，以備競爭和挑戰；Candidate 2也首先分析了失業的兩個原因。一方面，隨著經濟的發展，企業對員工的專業技能和創新精神的要求也就更高，在這一過程，許多員工自然被淘汰。另一方面，中國勞動力市場供遠遠過于求，導致一部分人失業。我們應該通過引進激勵機制，鼓勵人們到西部就業等方式解決失業問題。
