4. How can traffic problems be best solved?

交通問題是一個熱門話題，也是必考題。在第一部分中，出題人問及交通狀態未來的趨勢，那么這道題目更深一層，讓考生回答解決交通問題的方案有哪些。涌入我們腦海的是一系列的問題，交通阻塞，汽車尾氣排放過多……所以可以根據問題找到解決方案。考生可以綜述解決方案，也可以深入一個展開分析。

Candidate 1: As is known to all, traffic problems are becoming more and more seriously, not only in the developed countries, but also in the developing countries. What we can do to solve this problem has already turned out to be a matter of urgency.

Therefore, government has taken some positive actions to deal with it. According to the licence number, cars fall into two categories; odd and even. In this occasion, if your car is odd number, you can only use it in the odd dates, and vice versa.

Maybe it is the best way to solve this thorny problem as far as we can see. But in my opinion, it is just a privilege for the rich. Having lots of money, the rich people can totally deal with this policy easily. They can just buy another car with a different kind of number. Thus, they can enjoy the "car-life" as usual. In the end, it will lead to the unfair and unharmonious society.

But I have to say I can't come up with a better solution. If all of us care about our mother earth, show our concern for the air pollution, we should take actions to protect the environment, such as reducing the use of cars, let alone buying them.

If most of us, especially the one who is addicted to using cars, goes to work by bus or on foot, there should be fewer traffic problem. Maybe the government officals should stand up first and set a good example for all of us.

Candidate 1重點針對私家車的問題展開分析，例如可以仿效一些城市根據其車牌號的不同對其出行進行規定。但是，這并不能從根本上解決問題，因為有錢人可以再花錢買輛車換個車牌號。最后指出，交通問題的解決沒有很好的辦法，全靠公民的自覺性。我們如果能堅持坐公交車或步行上班，交通問題就能緩解。

Candidate 2: With the development of economy and the society, traffic accidents have been increasing in these years. We all face such an issue at present: how can traffic problems be solved?

In my opinion, we can do something to slove the problem from the following aspects.

Firstly, we'd better control the number of cars which make the roads too crowded, make our fresh air polluted and increase the traffic accidents. So we can follow the lead of Beijing which puts forward a plan that if the last number of the car's license is an even number, they can drive their cars out on Tuesday, Thursday or Saturday, or they should drive the cars on the other days. It decreases not only the number of cars, but the air pollution to a great extent.

Then, the government should encourage the citizens to take the bus instead of driving private cars. Some regulations should be set up in accordance with following up the government's polices.

Last but not least, citizens themselves must strengthen their traffic consciousness to obey the traffic rules all the time. Moreover, we could establish a system that enables everyone to be well supervised.

We are all sure that traffic problems will be well solved with our great efforts.
