Just last week, Xu Yuyu was poised to start a new chapter of her life as a college freshman. But in a matter of days, the 19-year-old's story came to a tragic end, as she died of a heart attack after losing her tuition money in a phone scam. Xu's death has sparked a nationwide conversation about the data security gaps that allow scammers to prey on the underprivileged and unaware.
Xu, who came from a low-income family in Shandong province, was set to enter Nanjing University of Posts and Telecommunications next month. Xu's family had scraped together 10,000 yuan in tuition and fees for her first semester, and she had applied for an additional grant from the local education bureau, her father said.

On August 18, the bureau's officials called Xu to tell her that the grant money would be available soon. Nothing seemed out of the ordinary when Xu received another call the next day from someone claiming to represent the education bureau. The caller persuaded her to deposit 9,900 yuan, almost all of her tuition money, in a third-party account, supposedly in order to access the grant money. The caller promised to return all of the money along with the aid money within half an hour, but when Xu called back after the promised transfer did not occur, the number had been switched off. Xu and her father went to the police station to report the scam, but on her way home, Xu entered cardiac arrest. She died two days later on August 21.
The scammer was clearly familiar with Xu's underprivileged background and educational plans. This raises a key question: how did the scammer know so much about Xu and how easy is it for scammers to access personal information?
Data security is lax on China's mobile virtual networks, which the scammer used to call Xu. Although Chinese law requires that mobile phone operators verify the identities of their subscribers, an investigation by the Ministry of Industry and Information Technology in July showed that over one-third of telecommunication companies flouted this rule.
Beijing and Shandong police are investigating the events leading up to Xu's death. But data theft and phone scams remain a major concern. One recent investigation by the public security bureau of a city in Sichuan province uncovered an illegal personal information trafficking ring that involved over 3,000 people.
