Two municipal officials in the city of Dalian that had their homes burglarized have been placed under investigation after police learned that an unusual amount of cash and valuables were stolen in thefts that took place March and December 2013. The ringleader of the heist told investigators he did not think the officials would report losses to police because they were corrupt. Indeed, Li did not report the alleged theft at his home.
