可是很多同學把這些學校的話當了真，回答為
1) The partner universities take their students but refuse to guarantee anyone a place.
2) They feel it is amazingly unfair, and they and Bellerbys have not any agreement before.
3) Some top universities in Britain do receive Bellerys students but they do not guarantee anyone a place. And the problem plaguing the universities is actually most important.

大約有30%的同學給出了類似的答案，這樣的答案一般只能得一分了。這些同學顯然對文章的理解表面化了。就好象現在TCL的黃宏生鬧挪用公款丑聞，大家不能因為當事人否認就冒然相信啊。

Question 9:  Explain the sentence “But if Russia has been lucky, it has also made most of its luck.”

這里是說，如果說俄國很幸運，有天然氣和石油儲備，那么他們也充分利用了這一優勢，控制政府支出，改革稅收制度。答案的要點是：
With the benefits form oil and gas production and export, government expenditure are under control and a “functioning” tax system is fashioned.

可是有近乎半數的同學理解偏差。
1) It is Russia itself has helped Russia change its difficult situation.
2) Russia’s growth is not just because of good luck, it’s mainly because of the president and other officials and good policies and leadership. Russia has tried its best to change its fate.
3) He means that Russia has plenty of oil and the sea of oil as allowed Russia to reduce its foreign debt.
4) Russian achievements can be attributed to not only a luck time and much oil and gas, but also a great fiscal policy adopted by the wise man-Kudrin.

很多同學理解成了俄國雖然幸運，但是沒有依靠幸運，或是和政府政策聯系起來了，這樣的答案很難得分。
Question 10: What does chief economist Peter Westin mean when he says “It’s a well-managed oil story, rather than a reform story.” (para.6)

這道題得分相當低，有將近多半的同學出現了理解錯誤。本身這句話的理解是有些難度。這句話是說俄國雖然在石油上大發其財，在財政管理方面搞的很出色，可是體制改革很成問題。所以說是well-managed oil story, rather than a reform story，答案應該是：Russia is successful in the management of oil and gas production and in the great achievement in “fiscal management” and is not quite successful in the structural reform, including banking reform and deregulation.

可是很多同學給出了以下答案：
1) The Russian economical situation is proved more by oil rather than government measures.
2) Russia doesn’t depend on reform to be prosperous but depending on their oil and gas selling plan.
3) It’s not truly reform of the Russian economy but the use of oil, which attract the foreign investment.
4) Because the most profit made by Russia is coming from oil, but not to reform.

同學的理解不能完全叫做錯誤，偏差更為合適，在這里，得低分的關鍵在于沒有解釋清楚reform的含義，應該是structural reform，是改革structural issue such as banking reform and deregulation方面的，泛泛地理解成改革是不對的。

甚至有些同學對story這個詞不解,回答成。
5). He means that there was no reform, the Russia government made it peacefully just like a story.
單詞的理解能力差導致讀題錯誤和文章理解錯誤，讀不出弦外之音
這里有幾個顯著的例子

第一個是row. 出現在問題中。What is the “cash for degree courses” row mentioned in the passage?
row 是高口閱讀中經常出現的一個單詞，曾經出現在surrogate mother 一篇中出現過，”there was a lengthy e-mail row between the two sides” “row”在高口中出現，大多是爭論，爭執的意思。
在這里“cash for degree courses” row這里的“cash for degree courses” row 是指33
