The China Earthquake Administration released an outline of fundamental knowledge and skills for earthquake prevention and mitigation, aiming to emphasize key points for the general public.
中國地震局發布《防震減災基本知識與技能大綱》（簡稱《大綱》），專門幫大家劃清了重點。
The outline consists of 18 items along with their explanations. These encompass nine basic pieces of knowledge and concepts, as well as nine fundamental behaviors and skills, encompassing areas such as earthquake observation, earthquake prediction, earthquake warning, addressing earthquake rumors, and emergency response skills during earthquakes.
這是全國層面首次編制的防震減災基本知識與行為技能規范，共包括18條內容及其釋義。其中包括9條基本知識和理念，以及9條基本行為和技能，分別覆蓋地震觀測、地震預報、地震預警、應對地震謠言、震時應急避險技能等方面。
While earthquakes are a natural phenomenon and their occurrence is inevitable, the outline suggests that earthquake disasters can be lessened.
《大綱》指出，地震是一種自然現象，地震發生不可避免，但是地震災害可以減輕。
It highlights that earthquake prediction remains a global scientific challenge and is still in the exploratory research phase.
它指出，地震預測還是世界科學難題，尚處于研究探索階段。
Earthquake warnings are immediate alerts issued following a destructive earthquake, offering several to dozens of seconds of advance notice for regions where harmful seismic waves have not yet arrived.
地震預警則是破壞性地震發生后發出的緊急警報，能給破壞性地震波尚未到達地區提供數秒至數十秒的提前應對時間。
