Remarks at the World Leaders Climate Action Summit
在聯(lián)合國氣候變化巴庫大會世界領(lǐng)導(dǎo)人氣候行動峰會上的發(fā)言

尊敬的各位同事，
女士們，先生們，朋友們：
It gives me great pleasure to attend the World Leaders Climate Action Summit as the special representative of Chinese President Xi Jinping. First of all, I am honored to convey President Xi Jinping’s best wishes to Azerbaijan for hosting this Summit. President Xi Jinping highly commends the positive efforts and contributions made under Azerbaijan’s Presidency to promoting global climate governance, and wishes COP29 a full success.
很高興作為中國國家主席習(xí)近平的特別代表，出席世界領(lǐng)導(dǎo)人氣候行動峰會。首先，我謹(jǐn)榮幸地轉(zhuǎn)達(dá)習(xí)近平主席對阿塞拜疆舉辦峰會的良好祝愿。習(xí)近平主席高度贊賞阿塞拜疆作為COP29主席國為推動全球氣候治理作出的積極努力和貢獻(xiàn)，并預(yù)祝大會取得圓滿成功！
It has been 30 years since the United Nations Framework Convention on Climate Change entered into force. Standing at this new starting point, we need to work together for satisfactory outcomes of COP29 to live up to the keen expectations of the international community. To this end, I would like to make three propositions.
今年是《聯(lián)合國氣候變化框架公約》生效實施30周年。站在新起點，我們要攜手推動巴庫大會取得令人滿意的成果，不負(fù)國際社會的熱切期盼。為此，我談3點看法和建議。
First, the principle of common but differentiated responsibilities is the cornerstone for strengthening global climate governance. Developed countries need to increase climate ambition and action, take the lead in fulfilling emission reduction obligations, and move up the timeline for carbon neutrality. Developing countries also need to do our best within our capabilities. The Chinese side will submit its 2035 nationally determined contributions that are economy-wide and cover all greenhouse gases, and strive to achieve carbon neutrality before 2060.
第一，加強全球氣候治理，共同但有區(qū)別的責(zé)任原則是基石。發(fā)達(dá)國家應(yīng)當(dāng)展現(xiàn)更大雄心和行動，履行率先減排義務(wù)，提前碳中和時間，發(fā)展中國家也要在能力范圍內(nèi)盡最大努力。中方將提交覆蓋全經(jīng)濟(jì)范圍、包括所有溫室氣體的2035年國家自主貢獻(xiàn)，努力爭取2060年前實現(xiàn)碳中和。
Second, the complete transformation of growth models is the fundamental solution to climate change. China’s high-quality production capacity, as exemplified by its manufacturing of electric vehicles, lithium batteries and photovoltaic products, provides a significant boost for the green development of the world. The international community should work together to accelerate energy transition in an equitable, orderly and just manner, keep the industrial and supply chains of new energy stable, facilitate the accessibility and innovation of green products and technologies, and foster new quality productive forces at a faster pace.
第二，解決氣候變化問題，歸根結(jié)底要靠發(fā)展方式的徹底變革。中國電動汽車、鋰電池、光伏產(chǎn)品等優(yōu)質(zhì)產(chǎn)能，為世界綠色發(fā)展提供了重要助力。國際社會應(yīng)共同努力，以公平、有序、公正的方式加速能源轉(zhuǎn)型，維護(hù)新能源產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定，促進(jìn)綠色產(chǎn)品和技術(shù)的可及與革新，加快培育新質(zhì)生產(chǎn)力。
Third, funds and technology are critical to improving the capacity to tackle climate change. Since 2016, China has provided and mobilized more than RMB177 billion yuan of project funds in support of other developing countries’ climate response. We call on developed countries to increase financial support and technology transfer for developing countries, and expect more ambitious funding targets to be set at COP29, so that confidence and guarantees can be provided for global climate response in the next stage.
第三，提升應(yīng)對氣候變化能力，資金和技術(shù)是關(guān)鍵支撐。2016年以來，中國提供并動員項目資金超過1770億元人民幣，有力支持其他發(fā)展中國家應(yīng)對氣候變化。我們呼吁發(fā)達(dá)國家加大對發(fā)展中國家的資金支持和技術(shù)轉(zhuǎn)讓，期待這次大會達(dá)成更有力度的新資金目標(biāo)，為下階段全球氣候行動提供信心和保障。
China will work with all parties to uphold the vision of building a community with a shared future for mankind, make concerted efforts to protect Earth, our common home, and jointly build a clean and beautiful world.
中方愿同各方一道，以構(gòu)建人類命運共同體理念為引領(lǐng)，合力保護(hù)人類共同的地球家園，共建清潔美麗世界。
