為何Windows 8系統(tǒng)遭到中央國(guó)家機(jī)關(guān)的“封殺”引發(fā)眾多猜測(cè)（speculation），有計(jì)算機(jī)愛(ài)好者認(rèn)為是因?yàn)閃indows 8系統(tǒng)被認(rèn)為不適合當(dāng)前的政府辦公環(huán)境（office environment），采購(gòu)成本也偏高。也有媒體報(bào)道稱，可能與計(jì)算機(jī)專家（computer specialist）倪光南院士的建議有關(guān)。資料顯示，中國(guó)工程院院士倪光南曾在多個(gè)場(chǎng)合表示，微軟Windows 8操作系統(tǒng)采用了不安全的技術(shù)架構(gòu)（technical architecture），政府部門以及重要行業(yè)（important industry）不宜采購(gòu)該類操作系統(tǒng)。工業(yè)和信息化部總工程師張峰曾表示，工信部將繼續(xù)加大力度，支持我國(guó)linux操作系統(tǒng)的研發(fā)（Chinese homegrown operating systems）和應(yīng)用。
