全國人大常委會日前表決通過了《關于加強網絡信息保護的決定》。北京市近日也召開座談會，提出要在落實手機實名制上起帶頭示范作用，并擬出臺移動電話信息服務的相關管理規定。

Beijing residents will soon need to provide identification when they register a new cellphone number or transfer an old one, authorities said on Wednesday.
The so-called real-name system, part of a draft regulation still under discussion, follows similar moves by many micro-blogging websites to get users to log their personal details.
據官方于周三發布的信息表明，不久以后，北京居民在購買手機號或更換手機號時需要提供證件。
這個稱為實名制，是條例草案的一部分，目前還在討論中，這是繼許多微博網站讓用戶注冊個人信息后出臺的類似舉措。

【講解】

real-name system就是實名制。微博的表達方式是micro-blogging。
北京互聯網信息辦公室（Beijing Internet Information Office）副主任（deputy director）童立強表示，實名制政策將更好地保護個人利益（interests），一些通過手機進行的非法行為，如欺詐（fraud）和散播謠言（spreading rumors）將得到有效制止。同時手機實名制還有助于提升國家公信力（credibility）。
北京市公安局（Beijing Public Security Bureau），北京通信管理局（communication administration）以及北京經濟和信息化委員會（commission of economy and information technology）都將參與到政策制訂中。
中國三大電信巨頭——中國移動（China Mobile），中國聯通（China Unicom）和中國電信（China Telecom），其北京分店(branches)均表示歡迎實名制，為了遵循條例會制定具體措施。
