被稱為“史上最嚴(yán)交規(guī)”的修訂版《機(jī)動車駕駛證申領(lǐng)和使用規(guī)定》于1日正式施行不過兩天,其中的“闖黃燈”處罰便成為爭議焦點(diǎn)。網(wǎng)民稱“闖黃燈記6分”的新規(guī)“完全無視牛頓定律”,而相關(guān)主管部門則表示,新規(guī)實(shí)施后“因違反交通信號燈導(dǎo)致的交通事故大幅下降”。

A revised traffic regulation that took effect on New Year's Day and is being called much too harsh by some drivers.
A key complaint is that the revised rule raises the stakes for drivers who run yellow lights. Under the revision, running a yellow light would be treated the same as a running a red light and cost drivers a deduction of six points - half the 12-point limit - from their driver's licenses. Formerly, only three points were deducted.
修訂版交規(guī)于新年這天正式實(shí)施,一些司機(jī)認(rèn)為新交規(guī)太過嚴(yán)厲。
新交規(guī)中抱怨的焦點(diǎn)在于司機(jī)闖黃燈的處罰力度加大。新交規(guī)規(guī)定,闖黃燈與闖紅燈的處罰措施一樣,都要從司機(jī)的駕駛執(zhí)照中扣掉6分,即12分上限的一半。以前,闖紅燈只需扣掉3分。

對于新交規(guī),不少司機(jī)抱怨說,為了避免闖黃燈要格外小心,這卻容易導(dǎo)致追尾事故(rear-end collisions)的發(fā)生。
公安部官員在接受中央電視臺(China Central Television)采訪時表示,只要司機(jī)注意路面情況,與前車保持安全距離(a safe distance),通過交通信號燈(traffic lights)時減速(slow down),便可避免追尾事故及闖黃燈情況。如果交通燈變黃燈時,車輛已經(jīng)通過停止線(stop line),這種情況不算違反規(guī)則(break the regulation)。
網(wǎng)民認(rèn)為,闖黃燈和闖紅燈處罰措施一樣的話,黃燈就失去了其對司機(jī)的警告意義。一些人建議在路口設(shè)置倒計(jì)時信號燈(signal light),提醒司機(jī)黃燈的時間。
周三,《北京晚報(bào)》(Beijing Evening News)報(bào)道,自新交規(guī)實(shí)施(implement)以來,天津的交通違章行為(traffic violations)減少了近30%。
除了爭議不斷的闖黃燈規(guī)定以外,新交規(guī)中對超速(speeding),遮擋號牌(covering license plates),行駛中撥打手機(jī)(making phone calls)及酒駕(drunken driving)等行為也有嚴(yán)格的處罰措施。
