短語cut and run源于帆船航海時代。在過去，航海是一件很危險的事，除了擔心遇上風暴等自然災難外，還要防備海盜或敵船的襲擊。當停錨的船只遭到敵人突襲時，與其浪費有限的時間費力起錨，不如索性斬斷纜繩、棄錨起航，迅速躲避襲擊。cut and run由此得名，成為公認的軍事應急戰略。
