根據規定，進出境旅客行李物品必須接受海關監管，旅客應按規定向海關申報。海關驗放進出境旅客行李物品，以自用合理數量為原則，對不同類型的旅客行李物品規定不同的范圍和征免稅限量或限值。為了簡化計稅手續和方便納稅人，中國海關對進境旅客行李物品實施了專用稅則、稅率。現行稅率共有五個稅級：免稅、20%、50%、100%、200%。
