據了解，未來浦東建設核心功能區的具體措施是，打造上海現代服務業五大中心，并做到“五個聚焦”。“十六大”對浦東“在制度創新和擴大開放等方面走在前列” 的明確要求和上海全面建設現代化國際大都市的方向，為浦東未來發展帶來了前所未有的機遇，同時也決定了浦東必須走多功能、綜合性發展的道路。為此，浦東新區提出，充分發揮浦東和上海的綜合優勢，努力建成面向國際的區域性金融服務中心、現代物流中心、跨國營運管理中心、旅游會展中心和內外貿易中心。
