The establishment and development of China's socialist market economy requires that we reform and improve our social welfare and security system. This, in turn, places higher expectations for community services.

With the shifting of governmental functions, much of the initially governmental work involving social services has been transferred to social groups and non-governmental organizations.

Such a shift has led to the issue which concerns the ways of a close collaboration and the division of responsibilities between the government and social groups, so as to promote the development of community service.

We are hosting this symposium, with the purpose of summarizing the community service work of recent years, sharing our views and experience, and drafting the strategies of development and programs of action for community work of next five years.
