[溫家寶]：各位記者，女士們、先生們，大家好。據我知道，參加兩會采訪的中外記者有2,000 多名。因為今天會場的限制，到會采訪的只有700 多名。借此機會，我對記者們對中國改革和建設的關心和客觀公正的報道，表示衷心的感謝。

Wen: Ladies and gentlemen, good morning. Asyou know, there are more than 2,000 journalistsfrom China and abroad coveringthe NPC and CPPCC sessions. However, due to the limited seatingcapacity in thishall, only about 700 of them are present here. I'd like to use this opportunitytoexpress my thanks to the journalists for their interest in China's reform anddevelopment as well astheir objective and fair covering of China.

[溫家寶]：我還要說一下，其實關心兩會的是全中國人民。昨天我瀏覽了一下新華網，他們知道我今天開記者招待會，竟然給我提出了幾百個問題。我覺得他們對國事的關心，深深感動了我。他們許多建議和意見是值得我和我們政府認真考慮的。

Wen: Let me also say, as a matter of fact,every person in China has great interest in the affairsof their own country.Yesterday I logged onto xinhuanet.com and saw hundreds of questions raisedbyordinary people, since they knew that I was going to give a press conference. Iwas deeplytouched by their interest in national affairs. Many of theirproposals and suggestions narrowed theserious consideration of the government.

[溫家寶]：大會順利結束了，但是我們面前的路是不平坦的，要保持頭腦的冷靜，形勢稍好，尤需兢慎。居安思危，思則有備，有備無患。

Wen: Now the session of the NPC is over,yet the road ahead could be rather bumpy. We mustbe mindful of potential perilsand get fully prepared for the worst. We must be sober-mined, cautious,andprudent, especially when the situation is getting a little better.

[溫家寶]：我們這個民族在歷史上災難太深重了，這就培育了他憂患的意識、生存意志和追求和平與發展的愿望。我們這個國家太大，問題太多、太復雜，這就要求我們這個民族不畏艱險、百折不撓、堅定信心、永遠奮斗。

Wen: Our nation has gone through so manydisasters and hardships in history that we are nowblessed with a sense ofurgency, a determination to survive and an aspiration for peace anddevelopment.Our country is so big, and problems so numerous and complex. That we, as anation,must have a courage to overcome difficulties, confidence to win and adauntless spirit to work hardand persist.

[溫家寶]：我愿意借此機會回答記者們的提問。我是用心來回答大家的提問。因此，我不緊張，也不害怕。

Wen: Today I'm here at this pressconference ready to answer your questions. I'll speak from myheart. I'm neithernervous nor afraid.

[新華社記者]：總理您好，我是新華社記者。也是新華網的記者。首先請允許我代表我們全體新華社記者，感謝總理在百忙之中登錄我們的新華網。去年您曾經講過，宏觀調控對政府是一個新的重大考驗，這個考驗不亞于SARS 的考驗?，F在一年多過去了，我想請問總理的是，您對去年的宏觀調控有怎樣的評價？今年宏觀調控有什么特點？力度會不會進一步加大？謝謝。

Xinhua: I am representing Xinhua newsagency as well as Xinhua net. On behalf of all theemployees of the Xinhua NewsAgency, I would like to thank you, Mr. Premier, for taking time outof your verybusy schedule to log onto the xinhuanet.com. Last year, you saidmacro-regulation wasa new and severe task for the government. It was no easiera task than fighting against SARS. Now ayear has passed could you comment onlast year's work with regard to macro regulation? Could youalso speak of thenew features and characteristics of macro regulation for this year? Will youintensifythese policy measures?

[溫家寶]：過去兩年我們在經濟上遭遇了一場遭遇戰，我們及時、果斷地采取了宏觀調控的措施，打了一套“組合拳”?，F在可以說，宏觀調控取得了明顯的成效。我們成功地避免了經濟的大起大落，避免了物價的過度上漲。我們保持了經濟平穩、較快地運行，保持了物價的基本穩定。但是我們絲毫不可松懈，擺在我們面前的形勢如同逆水行舟，不進則退。

Wen: In the past a couple of years, we havebeen facing a battle upfront in terms of economicdevelopment. To fight thisbattle, we have combined a series of policies. We can say now thesepolicymeasures have achieved remarkable results. We have been successful in avoidingmajor upsand downs in the economy, preventing excessive price hikes, and keepingthe prices at a stable leveland maintaining stable and fairly rapid economicgrowth. Now we mustn’t slacken our efforts in theslightest way. The situationwe are facing now is like going upstream. If we don't forge ahead, wewillsimply fall back.

[溫家寶]：我想換一個角度給大家講一下。第一，宏觀調控的基礎還不鞏固，糧食增產、農民增收的困難加大，特別是生產資料價格上漲的幅度大了。固定資產投資的規模極有可能反彈，煤、電、油、運依然緊張。一、二月份電力增長12％，但是卻有25 個省市區發生拉閘限電的現象，這就反映經濟生活這根弦繃得還很緊。

Wen: Let me put the problems we face inproper prospective. First, the foundation for macroregulation needs to beconsolidated further. We face considerable difficulties in further increasinggrainoutput and farmers' income. In particular, because of the soaring price forcapital goods, it ismore difficult for us to achieve these goals in terms ofgrain output and increasing farmers' income.Moreover, investment growth infixed assets may well pick up again. Coal, electricity, oil andtransportationare still in short supply. In the first two months of this year, powergenerationincreased by 12 per cent. Yet 25 provinces, including autonomousregions and municipalities directlyunder the State Council, experiencedblackouts. In the economy, the supply chain is overstretched.

[溫家寶]：第二，在我們的面前遇到一系列“兩難”的問題。經濟發展慢了不行，那樣就業壓力就會更大，財政收入會減少，許多應該辦的各項事業缺乏資金?？炝艘膊恍校洕铋L期處于緊張階段，難以為繼。

Wen: Second, we are facing a series ofdilemmas in our economy. For example, a sloweconomic growth rate won't do,because it would make it more difficult for us to create jobs,increase revenue,and engage in necessary undertakings for society. Yet too fast a growth ratewon'tdo either, because if the economy is overstretched for a long time, it’sin an unsustainable situation.

[溫家寶]：第三，中國經濟發生的問題，說到底是結構性的問題，經濟增長方式問題和體制問題。而解決這些深層次的問題需要時間。

Wen: Third, the problems we face in China'seconomy can all boil down to structural problems,the mode of growth patternsand institutional problems. All these deep-rooted and underlyingproblems willtake time to be addressed.

[溫家寶]：綜上所述，我想明確告訴大家，擺在政府面前的第一位任務，是通過加強和改善宏觀調控，繼續保持經濟平穩、較快發展?！靶邪倮镎甙刖攀薄^不能半途而廢，當然我們將更加注重區別對待,有保有壓，注重采用經濟機制的調節和經濟手段的調節。謝謝大家。

Wen: In a word, the top priority for thegovernment is to further strengthen and improve macroregulative policy measuresin order to sustain a stable and fairly rapid economic growth rate. If thejourneyis 100 miles, travelling 90 is only half of it. We mustn’t stop; we mustn’twaste our previousefforts. In the meantime, we must also pay special attentionto differentiated treatment to differentsituations by combining expansive andcontractive measures. We must also take both administrativeas well as economicmeans to achieve macro regulative objectives.
