Statement by H.E. Wang Yi, Foreign Minister of China, at UN Security Council Meeting On the Issue of Chemical Weapons in Syria

Mr. President,

敘利亞問題是當前國際社會最為關注的焦點。過去兩年多來，逾700萬敘利亞平民流離失所，生命和財產均蒙受慘重損失。在這個莊嚴的大廳，安理會曾多次討論戰與和的重大問題。無論是敘利亞還是中東地區，都不能再承受一場新的戰爭之亂。安理會在處理敘利亞問題時，必須銘記《憲章》的宗旨和原則，本著對敘利亞人民負責、對世界負責、對歷史負責的態度，確保所作的任何決定都經得起歷史的檢驗。

The issue of Syria is now the top concern of the international community. In the past two years and more, over seven million Syrians became homeless and there was tremendous loss of life and property. In this august hall, the Security Council has discussed major issues involving war or peace on many occasions. Neither Syria nor the Middle East region can afford another war. In dealing with the Syrian issue, the Security Council must bear in mind the purposes and principles of the UN Charter, act with a sense of responsibility to the Syrian people, the world and history, and ensure that any decision it takes can stand the test of history.

數周前，圍繞敘利亞問題曾戰云密布，許多國家憂心忡忡。中國一貫反對在國際關系中使用武力。我們始終認為，軍事手段不但解決不了敘利亞問題，反而會帶來更大動蕩與災難。令人欣慰的是，安理會剛剛一致通過了第2118號決議，將敘利亞局勢從一觸即發的戰爭邊緣拉回到和平軌道，為推動敘利亞問題政治解決提供了新的機遇。這是一年多來，安理會首次就敘利亞問題一致采取的重大行動。這份決議符合政治解決敘利亞問題的大方向，體現了安理會的作用，也維護了安理會的團結。中方對此表示歡迎。

Several weeks ago, dark clouds of war overshadowed the Syrian issue and many countries were deeply worried. China opposes the use of force in international relations. We believe that military means cannot solve the Syrian issue. Rather it will bring greater turmoil and disaster. We are heartened to see that the Security Council has just unanimously adopted Resolution 2118,bringing the Syrian situation back to the track of peace from the verge of war and presenting a new opportunity for seeking a political settlement of the Syrian issue. This is the first time that the Security Council takes a joint major action on the Syrian issue in the past over one year. This resolution is in keeping with the general direction of a political settlement of the Syrian issue, reflects the role of the Security Council and upholds the solidarity of the Security Council. The Chinese side welcomes the adoption of the resolution.

Mr. President,

中國在二戰期間曾深受侵華日軍使用化學武器之害。我們堅決反對任何國家、任何組織和個人使用化武，無論誰使用化武，都應受到一致譴責。

China suffered deeply from the use of chemical weapons by Japanese invaders during the Second World War. We are firmly opposed to the use of chemical weapons by any country, any group or any individual. whoever uses chemical weapons should be condemned by all.

中國歡迎敘利亞政府日前加入《禁止化學武器公約》。安理會第2118號決議制定了銷毀敘利亞化武的總體目標，明確了下步工作的路線圖。中方愿派專家參與有關工作，并為此提供資助。我們希望有關各方保持密切合作，履行各自責任，全面、準確執行禁化武組織決定和安理會決議，最終實現敘利亞化武問題的妥善解決。

China welcomes the fact that the Syrian government joined the Chemical Weapons Convention (CWC) not long ago. Resolution 2118 has set out the overall objective of the destruction of chemical weapons in Syria and the roadmap for the follow-up work. The Chinese side is ready to send experts to participate in relevant work and provide financial support in this regard. We hope that the relevant parties will stay in close cooperation, fulfill their respective responsibilities and implement the OPCW decision and Security Council resolution in a comprehensive and accurate manner so as to eventually achieve a proper settlement of the issue of chemical weapons in Syria.

敘利亞人道主義局勢日趨嚴峻，中方對此深表關注。中國政府已經向敘利亞境內外平民提供了1100多萬美元的人道主義援助。中國正在落實對約旦提供的1500萬元人民幣緊急人道主義物資援助，并將向世界糧食計劃署和世界衛生組織提供2400多萬元人民幣緊急人道現匯援助，分別用于救助敘利亞境內的流離失所者和黎巴嫩境內的敘利亞難民。我們將繼續向敘利亞及其鄰國提供力所能及的人道主義幫助。

The humanitarian situation in Syria is getting grimmer. China is deeply concerned. The Chinese government has provided over 11million US dollars of humanitarian assistance to Syrian civilians in and outside of Syria. China is now providing 15 million RMB Yuan worth of emergency humanitarian aid to Jordan and will provide over 24 million RMB Yuan in cash remittance for emergency humanitarian aid to the World Food Program and the World Health Organization, which will be used to help the displaced people inside Syria and Syrian refugees in Lebanon. We will continue providing humanitarian help to Syria and its neighbors to the best of our capability.

政治解決是敘利亞問題的唯一出路，應同銷毀敘利亞化武進程并行推進。安理會第2118號決議明確要求落實日內瓦會議公報，呼吁召開第二次日內瓦國際會議。敘利亞有關各方應以國家和人民的利益為重，盡快停火止暴，通過對話結束危機，重建家園，中方希望國際社會凝聚共識，推動第二次日內瓦國際會議盡快召開。中方將繼續支持潘基文秘書長和普拉希米聯合特別代表的斡旋努力。

Political settlement is the only way out for Syria. This process should go side by side with the process of destruction of chemical weapons in Syria. Resolution 2118 clearly asks for the implementation of the Geneva Communiqué and calls for the convocation of the Geneva 11 Conference. Relevant parties in Syria should keep in mind the interests of Syria and its people, realize a ceasefire and cession of violence as soon as possible, put an end to the crisis through dialogue and rebuild the homes for Syrians. China hopes that the international community will build consensus and promote the early convening of the Geneva 11 Conference. China will continue with its support for the mediation efforts of Secretary-General Ban Ki-moon and Joint Special Representative Alkhdar Brahimi.

主席先生，

Mr. President,

敘利亞問題十分錯綜復雜，無論是銷毀化武，還是政治解決進程都難以一帆風順，今后很可能會遇到這樣或那樣的問題。我們希望各方保持耐心和定力，堅持和平處理爭端的方針，堅持政治解決的方向。中國作為安理會常任理事國，愿同各方一道，為敘利亞問題的全面、妥善、長期解決繼續作出不懈努力。

The Syrian issue is highly complex. Neither the destruction of chemical weapons nor the process of political settlement will be a plain sailing. Going forward, there will probably be this problem or that. We hope that all parties will keep their patience and composure, uphold the principle of peaceful settlement of disputes and stick to the direction of political settlement. As a permanent member of the Security Council, China stands ready to work with all the parties and make unremitting efforts for comprehensive, proper and long-term settlement of the Syrian issue.
