尊敬的東盟各成員國(guó)領(lǐng)導(dǎo)人，

Excellencies, Ladies and Gentlemen!

各位來(lái)賓，女士們，先生們，

Today, it is my great honor and pleasure to join the opening ceremony of the 10th ASEAN-China Expo and the10th ASEAN-China Business and Investment Summit, an important event being held in this beautiful city of Nanning, as well as to join the celebration of the 10th Anniversary of ASEAN-China Strategic Partnership. On behalf of the Royal Government and people of Cambodia, I would like to deeply thank the Government of the People’s Republic of China and the organizing committee of this event for the invitation and the warm hospitality extended to me and my delegation.

今天，我倍感榮幸，并懷著無(wú)限喜悅的心情前來(lái)參加“第十屆中國(guó)—東盟博覽會(huì)、第十屆中國(guó)—東盟商務(wù)與投資峰會(huì)”開(kāi)幕大會(huì)。我謹(jǐn)代表柬埔寨王國(guó)政府和全體國(guó)民向中國(guó)政府及會(huì)議主辦方給予我個(gè)人以及柬埔寨代表團(tuán)的盛情邀請(qǐng)和熱情接待表示衷心的感謝。

Over the past years our region has gone through rapid transformation politically, economically and socially. Thanks to China’s economy, our Asian region has become not only a center of growth, but also a regional driver for the global economic recovery. ASEAN-China relations have rapidly progressed in all areas and have been a key driving force for the stability in the region. In fact, ASEAN-China Expo and ASEAN-China Business and Investment Summit created 10 years ago have become a solid and successful platform for economic and trade exchanges and have further promoted the ASEAN-China FTA. In addition, this forum also provides opportunities for cooperation and development for both sides, ASEAN and China, in the context of new global architecture.

近年來(lái)，我們實(shí)現(xiàn)了區(qū)域內(nèi)的積極快速的發(fā)展與變革，涉及政治、經(jīng)濟(jì)和社會(huì)領(lǐng)域。由于中國(guó)經(jīng)濟(jì)地位的不斷提升，我們亞洲地區(qū)不僅成為了世界經(jīng)濟(jì)增長(zhǎng)的中心，而且成為了引領(lǐng)世界經(jīng)濟(jì)復(fù)蘇的重要區(qū)域。東盟與中國(guó)的戰(zhàn)略關(guān)系，已經(jīng)在各個(gè)領(lǐng)域取得了飛速發(fā)展，而且成為了維護(hù)地區(qū)穩(wěn)定的動(dòng)力，發(fā)揮著重要作用。有著10年歷史的中國(guó)—東盟博覽會(huì)、中國(guó)—東盟商務(wù)與投資峰會(huì)，已經(jīng)成為了一個(gè)穩(wěn)固的、成功的平臺(tái)，推動(dòng)了東盟和中國(guó)之間的經(jīng)濟(jì)貿(mào)易交流以及自由貿(mào)易區(qū)的發(fā)展。不僅如此，在全球發(fā)展新格局的大背景下，這個(gè)平臺(tái)還為東盟和中國(guó)提供了合作與發(fā)展的機(jī)遇。

Hence, undoubtedly as our way forward, the deepening of ASEAN-China cooperation is indispensible. In this regard, I would like to highly appreciate the progress of the implementation of the New Plan of Action of the Joint Declaration on ASEAN-China Strategic Partnership for Peace and Prosperity (2011-2015), which is a synergy for ASEAN in its effort to realize the ASEAN Economic Community in 2015. In addition, with the emerging regional architecture, we shall ensure that the ASEAN-China Free Trade Agreement (ACFTA) remains relevant, vibrant and commercially meaningful to businesses in the region. Therefore, we shall exert the utmost efforts to effectively implement this agreement and to upgrade it to be on par with more modern free trade agreements.

無(wú)可置疑的是，在我們前行的道路上，進(jìn)一步深化東盟和中國(guó)的合作關(guān)系，是我們不可或缺的一項(xiàng)重要因素。從這個(gè)意義上來(lái)講，我高度贊賞在落實(shí)“東盟—中國(guó)面向和平與繁榮的戰(zhàn)略伙伴關(guān)系聯(lián)合宣言的行動(dòng)計(jì)劃（2011-2015）”工作中所取得的進(jìn)展，該行動(dòng)計(jì)劃的實(shí)施對(duì)于我們2015年實(shí)現(xiàn)東盟經(jīng)濟(jì)共同體的目標(biāo)是一項(xiàng)重要的補(bǔ)充。在此基礎(chǔ)上，面對(duì)地區(qū)發(fā)展的新格局，我們應(yīng)該確保東盟—中國(guó)自由貿(mào)易協(xié)定的效力、活力，以及商業(yè)涵義，推動(dòng)區(qū)域貿(mào)易的發(fā)展。因此，我們應(yīng)該努力確保此項(xiàng)協(xié)定的高效執(zhí)行，以便推動(dòng)并使其成為更具時(shí)代意義和深層次含義的自由貿(mào)易協(xié)定。

In general, if we look at the rapid economic development of China in the last two decades we can see that it has benefitted ASEAN significantly. China has become ASEAN’s third largest trading partner. According to China’s statistics, ASEAN-China bilateral trade reached USD 400 billion at the end of 2012. If this trend persists, ASEAN-China bilateral trade will certainly reach USD 500 billion by 2015 in line with the goal set by ASEAN-China Leaders.

總的來(lái)說(shuō)，如果我們?cè)俣然仡欀袊?guó)經(jīng)濟(jì)在過(guò)去20年間所取得的飛速發(fā)展，我們能夠發(fā)現(xiàn)，中國(guó)的發(fā)展為東盟帶來(lái)了巨大的利益。中國(guó)是東盟最大的貿(mào)易伙伴，東盟是中國(guó)第三大貿(mào)易伙伴。根據(jù)中方公布的數(shù)據(jù)顯示，在剛剛過(guò)去的2012年間，中國(guó)—東盟雙邊貿(mào)易額達(dá)4000億美元。如果能夠保持這一發(fā)展趨勢(shì)，2015年?yáng)|盟和中國(guó)的雙邊貿(mào)易額一定能夠?qū)崿F(xiàn)雙方領(lǐng)導(dǎo)人所確立的5000億美元的目標(biāo)。

Specifically, since the establishment of ASEAN-China Expo in 2004, Cambodia-China economic cooperation and bilateral trade have been advanced considerably. Cambodia has witnessed substantial rise in investments by China’s private sector, particularly in infrastructure, energy, Information and Communication Technology (ICT), and transportation, agriculture and tourism. In fact, through the past 9 ASEAN-China Expos we signed 24 MOUs and contracts with the total amount of USD 1.52 billion. According to China’s statistics, our bilateral trade in 2012 has also been increased remarkably, amounted to USD 2.9 billion. This gives an optimistic belief that the common goal of achieving USD 5 billion in Cambodia-China bilateral trading value by 2017 could feasibly be accomplished.

自2004年首屆中國(guó)—東盟博覽會(huì)籌辦以來(lái)，雙邊經(jīng)濟(jì)貿(mào)易合作與日俱增。大量的中國(guó)民營(yíng)企業(yè)前往柬埔寨投資，投資領(lǐng)域涉及社會(huì)基礎(chǔ)設(shè)施、能源、信息技術(shù)、電子通信、農(nóng)業(yè)和旅游。我們的雙邊貿(mào)易額取得了令人矚目的增長(zhǎng)。根據(jù)中方的統(tǒng)計(jì)數(shù)字顯示，2012年柬中兩國(guó)雙邊貿(mào)易額達(dá)29億美元。這一數(shù)字使我們能夠樂(lè)觀地看到，“2017年柬中雙邊貿(mào)易額50億美元”的總體目標(biāo)是一定能夠?qū)崿F(xiàn)的。

I firmly believe that we would certainly identify new opportunities in all aspects, at both bilateral and regional levels, for inspiring all investors and business people presented here. Finally, I would like to wish this 10th Anniversary of the ASEAN-China-Expo and 10th ASEAN-China Business and Investment Summit withthe theme of: “Regional Cooperation and Development: New Opportunities, New Impetus and New Stages” great success.
