今天，我們在這里召開新聞發布會，向社會各界介紹寧夏，介紹中阿經貿合作情況，介紹首屆中阿博覽會。值此機會，我代表組委會以及寧夏回族自治區政府，向各位領導、新聞界的朋友表示熱烈地歡迎，向國務院新聞辦對本次新聞發布會給予的支持表示誠摯地感謝!

We are holding this press conference here today to brief on Ningxia, China-Arab states economic and trade cooperation and China-Arab States Expo 2013. I would like to express my warm welcome to the government leaders and friends from the media as well as my hearty thanks to the State Council Information Office for its support to this press conference, on behalf of the Organizing Committee and Ningxia Hui Autonomous Region.

寧夏是全國唯一的省級回族自治區，地處新亞歐大陸橋國內段的中樞位置，具有承東啟西、聯南接北的區位功能，能源、農業、旅游等優勢明顯，資源豐富，煤炭探明儲量全國第六，人均產煤第三，人均發電量全國第一，枸杞及制品、葡萄酒、清真牛羊肉、羊絨等特色優勢農產品享譽內外，沙湖、沙坡頭、西夏王陵等國家級景區獨特亮麗，是全國重要的能源化工基地、有影響力的現代農業“三大示范區”和西部獨具特色的旅游目的地。近年來，在黨中央、國務院的正確領導下，自治區黨委、政府團結帶領全區干部群眾，深入貫徹落實科學發展觀，搶抓國家深入實施西部大開發戰略機遇，務實苦干，全區呈現經濟發展、民生改善、民族團結、宗教和順、社會和諧穩定的良好局面。2012年，完成全區生產總值2327億元，增長11.5%，人均GDP達到36166元，增長10.3%；地方公共財政預算收入264億元，增長20%；固定資產投資2033億元，增長27.9%；城鎮居民人均可支配收入19831元，增長12.8%；農民人均純收入6180元，增長14.2%，連續五年經濟增長高于全國平均水平，已成為祖國西部最具活力的投資熱土。

Ningxia is the only provincial-level Hui autonomous region in China, located at the central span of the new Eurasian Land Bridge in China with a vantage position to connect the eastern, western, southern and northern parts of the country and sharpened competitive edges in energy, agriculture and tourism. Ningxia is also blessed with rich resources, with the proved coal reserve ranking the sixth nationwide, per capita coal production the third, and per capita electricity production the first. The unique and competitive agricultural products as goji berry and its products, wine, halal beef and mutton and cashmere are widely acclaimed both at home and abroad. Moreover, the national level tourist destinations as the Shahu Lake, Shapoto Scenic Spot and Xixia Imperial Mausoleum are renowned for their distinctive charm. Ningxia is the country’s important energy/chemical industry base, 3 influential “Modern Agriculture Demonstration Zones”, and a unique tourism destination. Under the righteous guidance of the central authorities of the Party and State Council, the Party Committee and government of the Autonomous Region have united up and led its officials and general public in the in-depth implementation of the scientific development perspective by seizing on the strategic opportunity from the Western China Development efforts to work hard and pragmatically in bringing about a situation of economic development, wellbeing improvement, ethnic solidarity, religious harmony and social stability. In 2012, the gross domestic production (GDP) of Ningxia amounted to RMB232.7 billion, up by 11.5%, per capita GDP RMB36,166, up by 10.3%. The local public financial budget revenues reached RMB203.3, up by 27.9%; per capita disposable income of urban residents was RMB19,831, up by 12.8%; per capita net income of peasants amounted to RMB6,180, up by 14.2%. The growth rate of economic growth was higher than national average for five years running, making Ningxia one of the most vibrating investment destinations in West China.

中國與阿拉伯國家和穆斯林地區有著深厚的傳統友誼。寧夏是古絲綢之路的要塞和中阿文明的交匯地之一，寧夏回族群眾與阿拉伯人民在文化、信仰、習俗等方面有許多相近和相通之處，在中阿友好合作方面具有獨特的地緣優勢和人文條件。自2010年起，中國商務部、中國貿促會和寧夏回族自治區政府共同連續舉辦了三屆中阿經貿論壇，中阿之間交往、交流、經貿合作呈現出良好的發展態勢。去年9月, 國務院批復建設寧夏內陸開放型經濟試驗區和銀川綜合保稅區，賦予寧夏“先行先試”的政策，同時將中阿經貿論壇更名為中阿博覽會，為寧夏擴大對外開放賦予了新的使命，一個更加開放、奮進的寧夏正展現在世人面前。

China has deep-rooted traditional friendship with the Arab states and Muslim regions. Being a fortress on the ancient Silk Road and one of the converging places of China-Arab civilizations, Ningxia’s Hui ethnic group has a lot in common and similarity in regard to the culture, religion and customs with the Arab nations, boasting unique geo-advantages and human conditions in the China-Arab states friendly cooperation. As from 2010, the Ministry of Commerce, China Council for Promotion of International Trade (CCPIT) and government of Ningxia Hui Autonomous Region have co-hosted three sessions of the China-Arab States Economic and Trade Forum, making possible a situation of positive development in the China-Arab states interactions, exchanges and economic and trade cooperation. The State Council gave approval to the construction of the Ningxia Inland Opening-up Pilot Economic Zone and Yinchuan Comprehensive Bonded Zone last September, entrusting Ningxia with a “path-finding” policy in the mean time of renaming the China-Arab States Economic and Trade Forum into China-Arab States Expo, bestowing a new mission to the Region’s opening to the outside world to present a more open and forward-looking Ningxia.

建設寧夏內陸開放型經濟試驗區，是我國對外開放戰略布局中，繼沿海、沿邊開放之后，加快內陸開放的又一重大舉措。根據國務院批復的試驗區規劃，我們確立了試驗區建設的八大任務：一是舉辦中阿博覽會，搭建我國與阿拉伯國家和穆斯林地區經濟、文化、社會等領域合作的戰略平臺；二是打造銀川濱河新區和閱海灣中央商務區，形成內陸開放新的經濟增長極；三是打通對外通道，構建對外開放綜合網絡體系；四是加快寧東基地建設，建成具有國際先進水平和區域性研發創新能力的國家大型綜合能源化工產業集群；五是建設中國（吳忠）清真產業園，打造清真食品、穆斯林用品研發設計、生產加工中心，建成我國重要的清真食品穆斯林用品集聚區；六是打造國際旅游目的地，建成我國特色旅游業開放發展的示范區；七是建設銀川綜合保稅區，形成引領外向型經濟發展的新載體；八是加快貧困地區開放開發，創新貧困地區扶貧脫貧與環境保護結合的新模式。同時，我們充分運用“先行先試”，推動重大領域改革和政策創新突破。

The construction of the Ningxia Inland Opening-up Pilot Economic Zone is another major step of speeding up inland opening in China, following the opening up of the coastal and frontier regions. In accordance with the Pilot Zone Plan approved by the State Council, 8 major construction tasks have been laid down: Firstly, hosting the China-Arab States Expo to establish a strategic platform in the fields of economic, cultural and social cooperation between China and Arab states and Muslim regions; Secondly, construct the New Yinchuan Riverfront Zone and Yuehaiwan Central Business District to formulate a new point of growth for the inland regions; Thirdly, open up outward channels to build up a comprehensive network of opening to the outside world; Fourthly, speed up the Ningdong Base construction to build the nation’s world advanced large-scale comprehensive energy/chemical industry cluster with regional research/development and innovation capability; Fifthly, construct the China (Wuzhong) Muslim Industry Park to build a halal food and Muslim commodity research, development, design, production and processing center and make it into China’s major halal food and Muslim commodity hub; Sixthly, construct an international tourist destination and build it into a demonstration zone of opening and development of China’s specialized tourism industry; Seventhly, construct the Yinchuan Comprehensive Bonded Zone to shape up a new vehicle to guide the development of export-oriented economy; Eighthly, speed up the poor-region opening and development to create a new poverty-alleviation mode in combination with environment protection in the underdeveloped regions. In the meantime, efforts will be made to push forward the major-area reforms and policy-making renovation breakthroughs.

內陸開放型經濟試驗區最大的平臺是中阿博覽會，也是我們最主要的抓手。經過半年醞釀、策劃和準備，首屆中阿博覽會將于今年9月15日至19日在寧夏銀川隆重舉行。這次大會以 “傳承友誼、深化合作、共同發展”為宗旨，以“中阿攜手、面向全球”為主題，開展一系列活動，在農業、能源化工及新技術、文教旅游、金融等重點領域，深化中阿合作，共創美好未來。

China-Arab States Expo is the greatest platform and most important foothold for the Inland Opening-up Pilot Economic Zone. Subsequent to six months’ deliberation, planning and preparation, China-Arab States Expo 2013 will open in a monumental fashion from 15 to 19 September in Yinchuan City, Ningxia. Following the motto of Friendship, Cooperation and Development and under the theme of Globally-oriented China-Arab States Cooperation, the Expo will present a series of activities in the major fields of agriculture, energy/chemical industry and new technology, culture/education and tourism and finance to deepen China-Arab states cooperation and create a better future through common endeavors.

在開幕大會上，我們將邀請多位國內外政要蒞會演講，展望發展愿景，闡述發展理念。我們特別邀請科威特作為主賓國，舉辦中國—科威特投資論壇暨項目對接會、中國—科威特國家青年足球（U18）友誼賽等系列活動。我們將聚焦中阿共同關注的重點，舉辦中阿農業合作論壇、中阿能源合作論壇、中阿金融合作論壇、世界穆斯林旅行商大會、中國—海合會國家經貿合作論壇、中阿基礎設施投融資論壇等活動，舉辦清真食品及穆斯林用品展、農業科技及農產品展、能源化工展、金融產品和服務展等展覽展示活動，促進中阿全方位、深層次的交流合作。

Numerous Chinese dignitaries will be invited to the Opening Ceremony to deliver speeches and envisage prospects and present ideas for development. Special invitation is extended to Kuwait to be the guest country of honor and a series of events, including the China-Kuwait Investment Forum and Project Matching Workshop and China-Kuwait Youth Soccer Friendly Tournament (U18) will be organized. Focusing on the common concern of China and Arab states, forums and workshops, including the China-Arab States Agricultural Cooperation Forum, China-Arab States Energy Cooperation Forum, China-Arab States Financial Cooperation Forum, World Muslim Tour Operators Conference, China-GCC (Gulf Cooperation Council) Countries Forum on Economic and Trade Cooperation, China-Arab States Forum on Infrastructure Investment and Financing; as well as exhibitions and demonstrations such as Exhibition on Halal Food and Muslim Commodities, Exhibition on Agricultural Science and Technology and Agricultural Products, Energy/Chemical IndustryExhibition and Financial Products and Services Exhibition, among others, will be presented to promote all-dimensional and in-depth China-Arab states exchanges and cooperation.

今年的9月，世界各地的政界領袖、商界精英、知名學者將蒞臨首屆中阿博覽會，一大批國際知名采購商、參展商、投資商將匯集寧夏銀川，這里將成為傳承中阿友誼的橋梁，深化中阿經貿合作、實現互利共贏的舞臺。我代表主辦方和東道主，誠摯的邀請各位朋友，在金秋九月，到寧夏做客，參加首屆中阿博覽會，共享發展機遇，共謀發展大業。

Political and business leaders and prominent academicians from all over the world will grace China Arab-States Expo 2013 with their presence in September, along with a large number of internationally famous procurers, exhibitors and investors, who will converge in Yinchuan City, Ningxia, and make it into a bridge of passing on the friendship and deepening the economic and trade cooperation as well as a stage of achieving mutually beneficial and win-win results between China and the Arab world. On behalf of the organizing and hosting institutions, I would like to extend my sincere invitation to all of you to visit Ningxia to be guests of China-Arab States Expo 2013 in the coming September to seek and enjoy development opportunities.
