今天，我為與東盟九國領導人首次會晤，探討中國-東盟面向21世紀的友好合作伙伴關系感到高興。首先，我對東盟成立30周年表示熱烈祝賀。

Today, I am very glad for the opportunity to be together with the nine ASEAN countries for the first time to discuss and exdplore the parternerships of friendliness and cooperation oriented towards the 21 century. First of all. I wish to express my warm congratulations to the AESAN ofr its 30th anniversary.

我相信這次會晤標志著中國與東盟發展關系將進入一個新的發展階段。

This meeting, I believe, will mark the beginning of a new stage of development between china and ASEAN countries.

我這次來時本著積極參與，擴大共識，增進互信，加強合作的目的，與各國領導人共同探討雙方未來的發展目標和指導方針。

With the purpose of engaging in active participation, broadening common ground, enhancing mutual trust and strenthening cooperation, I have come here to explore together with the ASEAN leaders the objectives and guidelines for the development of our future relations.

我們正處在世紀之交的重要時刻，應該以長遠的戰略眼光審視和處理雙方關系，建立中國與東盟面向21世紀的睦鄰互信伙伴關系，這不僅符合時代的潮流，有利于中國和東盟各國的根本利益，也有利于推動建立公正合理的國際新秩序，有利于促進亞洲與世界和平與發展的崇高事業。

At this important historical juncture on the eve of the new century, we should approach and handle our bilateral relations from a long-ranged strategic perspective and ofrge china-ASEAN good neighborly partnership of mutual trust oriented toward the 21 century. This is not only in conformity with the trend of times and in the fundamental interest of china and ASEAN countries, but also facilitate the establishement of a just and rational new international order and the advancement of the lofy cause of peace and development of asia and the world at large.

中國人民和東盟各國人民都是勤勞勇敢聰明智慧的人民，自古以來就在自己的土地上創造了燦爛的文明，形成了具有東方色彩的優秀文化傳統，為人類的進步做出了重要貢獻。中國與東盟各國或山水相連，或隔海相望，在悠久的交往中人民之間形成了深厚的傳統友誼。

Both the chinese and the ASEAN people are industrious and courageous people, full of wisdom. Since ancient times, they have created brilliant civilizations and built up fine cultural traditions full of oritental character in their own lands, thus making important contributions to the progrss of humanity. Joining together by mountains and rivers or facing each other across the sea, china and ASEAN countries have developed profound traditional friendship among the people in the course of their age-old contact and exchanges.

中國和東盟國家都發生了滄海巨變。中國人民經過一個世紀的奮斗和犧牲，實現了民族解放，建立了新中國，又經過幾十年的努力，把自己的國家建設成為一個初步繁榮昌盛的社會主義國家。東盟國家人民經過長期的艱苦斗爭，掙脫殖民主義的枷鎖，贏得民族獨立，在建設自己國家的過程中取得了令人稱道的成就。

Profound changes have tken place in both china and ASEAN countries. Through century-long struggle and sacrifice, the chinese people won their national laberation and gave birth to the new china. With decades of efforts, they have built china into a socialist country with national prosperity. Through pertracted and arduous struggle, the people of ASEAN countries have also shaken off the yoke of colonialism, won national independence and scored commendable achievement in their course of nation building.

悠久的傳統友誼，相似的歷史遭遇，維護和平與發展經濟的共同愿望是加強中國與東盟各國睦鄰互信友好合作的歷史和現實的重要基礎。中國歷來十分重視發展與東盟的關系，支持東盟在地區和國際事務中發揮積極作用。近十年來，中國與東盟各國和東盟組織的關系取得了長足進展。特別是中國與東盟成為全面對話伙伴以來，雙方的關系發展到了一個新的水平。

The time honored traditional friendship, similar historical experience and common desire for peace and economic development constitue an important basis both in history and at present for the enhancement of the good neighborly relations of mutual trust and friendly cooperation between china and ASEAN countries. China has on and on attached great importance to developing its relations with ASEAN and raising support of a positive role by ASEAN in regional and international affairs. In the past decade, china’s relations with each ASEAN country and ASEAN　organization has made considerable headway and reached a new level following the establishment of china-ASEAN partnership with full dialogue.

展望21世紀，可以堅信，中國與東盟的發展、繁榮和友好、合作前景將更加美好。

Looking into the 21 century, we are convinced that there lies an even brighter future for the development, prosperity, friendship and cooperation between china and ASEAN.
