一些媒體炒作所謂中國“國強必霸”。其實，一個國家的國防政策，不是其經濟實力、而是其內外環境及政策原則決定的。中國不輸出意識形態，也不輸出武力干涉，我們只“輸出”和平與合作。我們致力于和平解決國際爭端和熱點問題。中國國防的宗旨是捍衛國家主權和領土完整，維護22000多公里的陸上邊界和18000公里的海疆，保衛和平建設的環境，不是追求對外擴張，更不是爭奪霸權。大國興衰告訴我們：擴張主義的路不能走，霸權主義是一條死路，和平發展才是唯一正確的道路。
Some media reports have argued that a strong China will pursue hegemony, and have made an issue of it. In fact, the defense policy of a country is not determined by its economic strength, but by its internal and external environment and its policies and principles. China does not export ideology, nor does it engage in military intervention. We only "export" peace and cooperation and are committed to peaceful solution of international disputes and hotspot issues. The purpose of China's national defense is to defend its sovereignty and territorial integrity, protect its over 22,000-kilometer land border and 18,000-kilometer maritime border, and secure a peaceful environment for development. Overseas expansion or hegemony is never our aim. The rise and fall of powers in history have told us expansionism is not an option and hegemonism is doomed to failure. Only peaceful development is the right choice to make.

明年是中澳建交40周年，在此我們要感謝為兩國建交以及雙邊關系發展做出貢獻的前輩們。我想，前輩們在簽署建交文件時，不會想到兩國貿易額會由不足1億美元躍升至現在的880億美元，不會想到中國會成為澳大利亞最大的商品出口市場、服務貿易出口市場及主要投資和外國游客來源。不久前中國全國政協主席賈慶林成功訪澳，吉拉德總理正式訪華，推動兩國關系邁上新的臺階。吉拉德總理最近表示，中國的發展有利于澳大利亞，有利于整個地區和世界。澳大利亞愿在未來十年“與中國同行”。她舉例說，中國購買了澳大利亞出口產品的1/4，去年幫助每一戶澳洲家庭增收逾萬元；中國給澳洲帶來了諸多收益可觀的商業合同，最近又簽署一單900億澳元的液化天然氣出口協議。這充分說明，中澳兩國交流溝通的密切程度前所未有，兩國利益交融的程度前所未有，兩國人民交往的廣度和深度前所未有。這些密切交往給兩國人民帶來了實在的利益，也得到了兩國政府和人民的堅定支持。澳大利亞智庫羅伊研究所最新民調顯示，75%的受訪者認為中國的發展將令澳大利亞受益。
Next year, China and Australia will celebrate the 40th anniversary of diplomatic relations. We must thank leaders of the older generation who set up the diplomatic ties and contributed to the subsequent growth of our relations. I guess, when they inked the document of mutual recognition, they had not thought that our two-way trade could jump from less than US$ 100 million to the present-day US$ 88 billion, and China could become Australia's largest commodity and services export market and a major source of overseas investment and tourists. The recent successful visit to Australia by HE Mr Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference, and the official visit to China by your Prime Minister the Hon. Julia Gillard have taken our bilateral relations to a new height. As Prime Minster Gillard said in her speech, "a prosperous China is good for Australia, the region and the world". "Australia is proud to be China' partner in its journey toward progress and prosperity". She also noted that "one quarter of all Australian exports go to China", and "Australia's trade with China generated income equivalent to more than AU$ 10,000 per Australian household last year". On top of that, many Australian companies have signed profitable commercial contracts with their Chinese counterparts. A recent example is the LNG export agreement worth AU$ 90 billion. All this has shown that the inter-exchanges and convergence of interests between China and Australia have reached an unprecedented level. And our people-to-people contacts have grown broader and deeper than they have ever been. Such close relationship has brought real benefits to the people of our two countries, and won strong support from both the governments and people. A latest opinion poll by Lowy Institute, an Australian think tank, found 75% of those surveyed believe China's development is beneficial to Australia.

中國政府高度重視中澳關系，通過近期的高層互訪，中澳兩國領導人就增進了解、深化合作、推進新時期中澳關系達成重要共識。我們兩個國家正在后危機時代動蕩的世界中風雨同行。作為同行的伙伴，中國愿通過自身和平發展給澳大利亞帶來機遇，希望通過友好交流、廣泛合作使兩國人民共享和平穩定、繁榮富裕。
The Chinese government puts much store by its relations with Australia. Thanks to the recent exchange of high-level visits, leaders of China and Australia have reached important agreement on enhancing mutual understanding, deepening cooperation and furthering bilateral ties in the new era. In this post-crisis world of uncertainties, we are journeying together against all the odds. As your partner, we would like to see China's peaceful development bring more opportunities to Australia and our people share peace, stability and prosperity through friendly exchanges and extensive cooperation.

我相信，世界因交流而更加精彩，交流使中澳兩國人民更多信任，交流將使中澳關系的明天更加絢麗。在座的青年學子們，未來的世界屬于你們，未來的中澳關系需要你們更多的激情投入。
It is my conviction that communication makes a better world. It will build up our mutual trust and bring an even more splendid future for China-Australia relations. Before wrapping up my speech, I wish to say a few words to the young people present here today. You are the future of the world and the future of China-Australia relations. I would like to see all of you more actively involved in the development of China-Australia relations.
