上海"小政協委員"寫提案建言獻策
Zhou Shihao, 17, of Shanghai Yichuan High School, was shocked by the statistics he had found. When he was looking into the use of handheld cellphones by drivers, he found that more than 30 percent of them reach for their phones on the road.
來自上海宜川中學17歲的周世豪(音譯)被自己發現的數據震驚了。在調查司機使用手機時,他發現超過30%的司機會在行駛中伸手拿手機。
"No use of handheld devices should be allowed while driving," said Zhou. "It's not a trifle, but a serious social issue."
“開車時不該允許司機使用手持設備,”周世豪說道,“這不是小事,而是嚴肅的社會問題。”
The teenager's concerns led to his drafting a proposal on this issue, something he did together with five other schoolmates in the Mock (CPPCC) competition in the Putuo District of Shanghai.
鑒于這種擔憂,他與另外5名同學在上海普陀區模擬政協活動中,就此事擬定了提案。

Zhou and his schoolmates were not alone. In January, many Shanghai youngsters, even elementary school students, took part in Mock CPPCC competitions held in their local districts and handed in proposals on issues ranging from cyber security and the future city to the protection of traditional culture.
不僅是周世豪和他的同學們,今年1月,上海的許多青少年,甚至是小學生都參加了由各區舉辦的模擬政協活動,提交了包括網絡安全和未來城市以及保護傳統文化的提案。
"The competition encourages us to focus on social issues and play an active role in taking responsibility for our country," said Zhang Simin, 17, of Shanghai Nanyang High School.
上海市南洋中學17歲的張思敏(音譯)表示,“這一活動鼓勵我們關注社會問題,讓我們能積極主動地擔負起國家責任。”
The senior student used to think that the handling of state affairs was just for politicians. But thinking on the "half-past three problem" changed her mind.
這名高中生曾經認為國家大事是政治家的事。但在思考了“三點半問題”后,她的想法改變了。
Kids usually finish school at half-past three; however, most parents work until six, making it hard for them to pick kids up. "This is a problem we've all been through," said Zhang.
學生們通常是三點半放學;然而,大部分家長要到六點才下班,接孩子就成了件難事。張思敏說,“這個問題我們都經歷過。”
To help students, Zhang's school invited deputies to the National People's Congress to give students instruction.
為了幫助同學們,張思敏的學校請來了全國人大代表為大家做說明。
"Thanks to the deputies, we finally understand that it's not who is to blame that matters, but finding the best solution," said Zhang.
張思敏表示,“多虧了人大代表,我們才終于理解這件事不該指責誰,而是要找到最佳的解決辦法。”
"The competition aims to encourage a sense of citizenship among China's post-00s generation," said Xia Jing, a teacher from Shanghai Jinyuan Senior High School. "Through this channel, students can let their voices be heard."
“這項活動旨在鼓勵我國的00后一代具備公民意識,”上海市晉元高級中學教師夏靜(音譯)說道,“借助這一渠道,學生們可以表達自己的觀點。”
