I now invite the House,by the Resolution which stands in my name,to record its approval of the steps taken and to declare its confidence in the new Government.
現在依據我所簽署的決議，請求下議院將它同意行的步驟正式記錄下來，并宣示它對新政府的信任。
Sir, to form an Administration of this scale and complexity is a serious undertaking in itself,
要組一個這種規模而又這樣復雜的政府本來就是艱難的事情，
but it must be remembered that we are in the preliminary stage of one of the greatest battles in history,
但我們要記得，我們正處在歷史上最大一次戰爭的初期階段，
that we are in action at many points in Norway and in Holland,
我們在挪威與荷蘭很多地方正在作戰，
that we have to be prepered in the Mediterranean,that the air battle is continuous and that many preparations have to be made here at home.
我們必須在地中海地區做準備，空戰正在持續進行中，而在國內這里也必須做很多準備。
In this crisis I hope I may be pardoned if I do not address the House at any length today.
在這個危急存亡的時刻，如果今天我對下議院的演講不夠詳盡，還希望多予體諒。
I hope that any of my friends and colleagues,or former colleagues,who are affected by the political reconstruction,will make all allowances for any lack of ceremony with which it has been necessary to act.
在這次政治改組中，希望受到影響的朋友。同事，或以前的再事能原諒我的失禮，這也是不得已的做法。
I would say to the House,as I said to those who've joined this government:
正如我對加入新政府的人員說過的，我現在也要對下院說：
"I have nothing to offer but blood, toil, tears and sweat."
除了血、苦干，淚與汗之外，我沒有甚么可以奉獻的。
We have before us an ordeal of the most grievous kind.
我們面對的是一次最嚴苛的考驗。
We have before us many,many long months of struggle and of suffering.
在我們面前的將是很長很長的艱苦歲月。
You ask, what is our policy?
若問我們的政策是什么？
I will say: It is to wage war, by sea, land and air,with all our might and with all the strength that God can give us;
我的回答是：盡我們最大力量，運用上帝賦予我們的一切能力，在海上、陸上和空中進行奮戰：
to wage war against a monstrous tyranny,never surpassed in the dark and lamentable catalogue of human crime.
奮力對抗一個窮兇極惡的敵人，其殘暴在令人悲痛的黑色罪錄上是前所未見的。
That is our policy.
那就是我們的政策。
You ask, what is our aim?
若問我們的目標是什么？
I can answer in one word: victory.
我可以用一個字來回答：勝利
Victory at all costs, victory in spite of all terror,victory, however long and hard the road may be;
不惜一切代價的勝利、不畏恐怖的勝利，不管道號可能多么漫長艱苦；
for without victory, there is no survival.
因為沒有勝利，就無法生存。
Let that be realised;
這點我們必須了解，
no survival for the British Empire,no survival for all that the British Empire has stood for,no survival for the urge and impulse of the ages,that mankind will move forward towards its goal.
大英帝國無法生存，大英帝國代表的一切便不復存在，而推動時代前進、使人類邁向目標的一切動力也不會再有。
But I take up my task with buoyancy and hope.
但我滿懷快樂和希望，努力肩負起我的職責。
I feel sure that our cause will not be suffered to fail among men.
我確信，我們的理想在人類之間不會遭到失敗。
At this time I feel entitled to claim the aid of all,and I say, "Come then,let us go forward together with our united strength."
這個時候我覺得我有理由要求所有其它人的協助。我要說的是，奮起吧，我們要團結一致，全力以赴，共同向前邁進。
