【take measures, take steps, take action的區別及用法】
take measures：采取手段，采取措施，設法，著手
take measures to do sth:采取措施做某事
We should take measures to preserve the environment from pollution.
我們應該采取措施保護環境免受污染。

take steps ：采取步驟，采取行動(或措施)
take steps to do sth:采取行動干某事
The government should take steps to preserve the natural resource.
政府應該采取一定的措施去保護自然資源。

take action：1. 采取行動(或措施) 2. 提出訴訟，對…起訴，控告 3. 開始起作用
I knew I needed to take action.
我知道我要采取一些行動了。

There is no better/sounder time to take steps/measures/action than right now, for no chance will be greater than the one we are offered.
要采取行動，沒有比現在更好/更適宜的時機，因為我們現在擁有的機會是我們能得到的最好機會。

【注意】
這三個詞組沒有明顯差別，意思都差不多的，一般都可以替代使用的。
