臺(tái)灣無(wú)線衛(wèi)星電視臺(tái)記者：“十二五”規(guī)劃已經(jīng)正式通過(guò)，而兩岸經(jīng)濟(jì)合作委員會(huì)日前在臺(tái)灣舉行了首次會(huì)議。請(qǐng)問(wèn)溫總理，“十二五”規(guī)劃和兩岸簽署的ECFA怎么促進(jìn)兩岸的經(jīng)貿(mào)合作？另外，有部分臺(tái)灣民眾擔(dān)心大陸經(jīng)濟(jì)轉(zhuǎn)型之后可能對(duì)于在大陸的臺(tái)資企業(yè)造成很?chē)?yán)重的沖擊，出現(xiàn)經(jīng)營(yíng)困難、邊緣化，請(qǐng)問(wèn)總理如何看待這個(gè)問(wèn)題？

TVBS of Taiwan: The 12th Five-Year Plan has been adopted. The first meeting of the cross-Straits Economic Cooperation Committee was convened in Taiwan not long ago. How will the 12th Five-Year Plan and the Economic Cooperation Framework Agreement (ECFA) boost the business ties across the Straits? There is concern among some people in Taiwan that with the transformation of the economic development pattern on the mainland, some Taiwan-invested businesses on the mainland may face great difficulties and be marginalized. What is your view?

溫家寶：請(qǐng)臺(tái)灣記者代向臺(tái)灣同胞問(wèn)好。大陸與臺(tái)灣的ECFA協(xié)議的早期收獲今年1月1號(hào)開(kāi)始實(shí)施。在今年2月份，兩岸有關(guān)方面進(jìn)行了一次評(píng)估，總的認(rèn)為開(kāi)局良好，進(jìn)展順利，效果初顯。今年1月份，兩岸貿(mào)易額增長(zhǎng)了30%。你可能知道，去年大陸與臺(tái)灣的貿(mào)易額超過(guò)1400億美元，臺(tái)灣的順差達(dá)到860億美元。

Premier Wen Jiabao: First, I would like to ask you to convey my greetings to the compatriots in Taiwan. The Early Harvest in the ECFA between the two sides of the Taiwan Straits entered into force from 1 January this year. In February, the relevant parties of the two sides conducted a review on the implementation of the Early Harvest. They shared the view that the Early Harvest has got off to a good start, made smooth progress and produced initial results. Cross-Straits trade increased by 30% in January. You may know that last year our trade exceeded 140 billion US dollars, with Taiwan running a surplus of 86 billion US dollars

你方才擔(dān)心大陸經(jīng)濟(jì)轉(zhuǎn)型會(huì)使臺(tái)灣企業(yè)邊緣化，我想對(duì)你講，大陸已經(jīng)成為臺(tái)商投資的一個(gè)重要目的地。現(xiàn)在在大陸的臺(tái)資企業(yè)已經(jīng)有8萬(wàn)多家，直接投資累計(jì)超過(guò)500億美元。如果算上異地投資，就是經(jīng)過(guò)維爾京群島這些島嶼，整個(gè)投資超過(guò)900億美元。臺(tái)商投資已經(jīng)占到大陸吸引外資的9%。我想請(qǐng)你消除顧慮，就是我們推進(jìn)科學(xué)發(fā)展，轉(zhuǎn)變發(fā)展方式，只會(huì)為臺(tái)資企業(yè)創(chuàng)造良好的投資環(huán)境和更為有利的商機(jī)。我們將對(duì)臺(tái)資企業(yè)繼續(xù)實(shí)行國(guó)民待遇。臺(tái)資企業(yè)在大陸的發(fā)展不僅不會(huì)被邊緣化，而且會(huì)有更大的發(fā)展。我還想說(shuō)一句，在ECFA實(shí)行的過(guò)程中，我們會(huì)遇到一些問(wèn)題，我們還將本著循序漸進(jìn)的方式進(jìn)一步推進(jìn)ECFA的后續(xù)談判。在整個(gè)談判過(guò)程中，你都可以感受到大陸的誠(chéng)意和對(duì)臺(tái)灣商界和人民利益的關(guān)心。我們是同胞：“骨肉之親，析而不殊”。

In your question, you expressed the worry that Taiwan-invested businesses on the mainland may be marginalized as the mainland economy transforms its development pattern. I wish to tell you that the mainland has become an important destination for Taiwan investment. There are now over 80,000 Taiwan-invested businesses on the mainland, and the total paid-in investment from Taiwan has topped 50 billion US dollars. If we include the trans-investment made through a third place such as the Virgin Islands, the total investment from Taiwan will exceed 90 billion US dollars, accounting for 9% of the overseas investment on the mainland. There is no need to have the worry that you just expressed. The pursuit of scientific development and transformation of the development pattern will only create a more favorable investment environment and offer more business opportunities for Taiwan businesses. The Taiwan-invested businesses on the mainland will continue to enjoy national treatment. I don't think they will be marginalized. Rather, I believe they will enjoy brighter prospects for development. I want to add that we may encounter some issues in the implementation of ECFA. We will continue to pursue the follow-up negotiations in a step-by-step way. I believe the people in Taiwan will see the sincerity of the mainland and its care for the interests of the business community and people in Taiwan. We are compatriots.
