After The Civil War,during the reconstruction period,the south was devastated.The southern economy was in ruin, and the major labor force in the south was now free. Slavery was banished in the United States by the thirteenth Amendment in 1863.The congressional plan for reconstruction called for the betterment of blacks in society. The fifteenth amendment permitted blacks to vote in government elections. Congress eventually established the Freedmen's Bureau to regulate the treatment of blacks in southern society, ensuring them equal rights. Unfortunately, Southern whites implemented laws restricting blacks' rights to vote through laws such as the Jim Crow laws and the Grandfather clause. Blacks were also harassed at the voting booths when trying to cast their votes. The congressional plan for integrating blacks into society was foiled by racist southerners and ex-confederates.
