A: Here's the thing. I am going to do a report on the import-export commodity inspection. So I am here to collect some information and materials. I hope you can help me on it.

A: My first question is what significance it is to do the commodity inspection.

B: Commodity inspection is done in order to protect the public interests and the lawful rights and interests of the parties involved in foreign trade. And the other great significance of commodity inspection is to promote the smooth development of economic and trade relations with foreign countries.
B: 進行商品檢驗首先是為了維護社會公共利益和進出口貿易有關各方的合法權益。其次商品檢驗的另一個重要意義在于它能夠促進對外經濟貿易關系的順利發展。
A: Great.thank you. Then my next question is that is it the case that all import-export commodities should go through the inspection formality !
A: 很好，謝謝您。我的下一個問題是所有的進出口商品都要進行商品檢驗嗎？
B: Not really. The import and export commodities which meet the conditions for exemption of inspection provided for by the State may be exempted from inspection upon the examination and approval of an application from the consignee or consignor by the State Administration for Commodity Inspection.
B: 不完全是這樣的。進出口商品中符合國家規定的免予檢驗條件的，由收貨人或者發貨人申請，經國家商檢部門審查批準，可以免予檢驗。
B: OK.I get it. Then how exactly the commodity is inspected, or I mean on what basic principles should the inspection be carried out?
A: 好的，我明白了。那么，究竟是如何進行商品檢驗的呢？或者我的意思是說進出口商品檢驗是基于什么樣的基本原則呢？
A: Import-export commodity inspection should be done on the basis of human health and safety, the life or heath of fauna and flora, environmental protection and public safety and prevent fraud.
B: 進出口商品檢驗應當基于保護人類健康和安全、保護動物或者植物的生命和健康、保護環境、防止欺詐行為、維護國家安全而進行。
B: What will be done to the disqualified commodities?
A: 不合格商品該怎樣處理？
A: Imported commodities which do not go through the inspection formality are not allowed to sell or use; exported commodities which prove to be disqualified in the process of inspection are forbidden to be exporled.
B: 進口商品未經檢驗的，不準銷售、使用出口商品未經檢驗合格的，不準出口。
