中國對非洲的援助真誠無私。作為一個擁有13億人口的國家，中國人均GDP水平還很低，有近2億人口尚未達到世界銀行每人每天1.25美元的生活標準，還有6000多萬殘疾人，自身發展任務艱巨，減貧壓力巨大。盡管如此，新中國成立以來，堅持向非洲提供力所能及的援助。迄今為止，中國為非洲50多個國家援建了900多個項目，培訓了3萬名各類人材，派遣技術人員35萬人次，減免了33個非洲國家部分對華政府債務。我前面提到的中國援非醫療隊和農業專家，對保障非洲人民的身體健康和生命安全，幫助非洲人民擺脫饑餓、擺脫貧困，做出了重要貢獻。中國對非洲的援助，從來不附帶任何條件，是無私的，是誠心誠意的。

China's assistance to Africa is sincere and selfless. China has a population of 1.3 billion. The per-capita GDP level here is still very low. Nearly 200 million Chinese people are still living below the World Bank standard of 1.25 USD per day per person. Another 60 million are disabled people. China faces a daunting task of development and tremendous pressure for poverty reduction. Regardless, since its founding, the People's Republic of China has consistently provided aid for Africa to the best of its ability. So far, China has aided over 50 African nations in over 900 construction projects, trained 30,000 African people of various professions, sent 350,000 specialists to Africa and written off partial government debts owed by 33 African countries. The Chinese medical teams and agriculture experts I mentioned before have made important contributions in terms of keeping African people safe and healthy, and helping them out of poverty and hunger. China's assistance to Africa has always been without strings attached and is selfless and sincere.

朋友們，中國的第一代領導人毛澤東同志曾經說過，青年是早晨八、九點鐘的太陽。這句話的意思是，青年人朝氣蓬勃，是世界的未來和希望。人類文明能否不斷傳承，世界能否實現和諧大同，需要全世界的青年人共同努力。中非傳統友誼能否代代相傳，也需要中非青年不斷地加強交流、增進了解。中國領導人對此高度重視，大家這次能夠來到中國，就是因為2007年胡錦濤主席在訪問南非時宣布，三年內將邀請500名非洲青年訪華。據我了解，溫家寶總理也將出席第三屆中非青年聯歡節開幕式暨中國援非青年志愿者出征儀式的相關活動。青年朋友們，希望大家珍惜這次機會，盡可能多地走一走、看一看，更加深入地了解中國和中國人民，更加深入地了解中國的傳統文化和現代文明。有一點需要提醒大家的是，由于大家訪華時間較短，這次安排大家參觀的都是經濟比較發達的城市，來不及讓大家到中國的農村去、中西部去。大家眼中看到的、感受到的主要是中國快速發展的一面，而中國還有不少貧窮落后的地方，還有不少沒有實現溫飽的人民群眾。

Dear young friends, China's founding leader Chairman Mao once compared youth to the sun at 8 and 9 o'clock of the morning. The message is that young people are full of promise and are the hope and future of the world. The inheritance of human civilization and the realization of harmony and common prosperity call for the joint efforts of young people in every corner of the world. The continuation of the traditional friendship between China and Africa also requires closer communication and better mutual understanding between the younger generations of China and Africa. China's leadership is highly committed in this regard. Your visit to China this time is part of the announcement made by President Hu Jintao during his visit to South Africa in 2007 that 500 African young people would be invited to China within 3 years. To my knowledge, Premier Wen Jiabao will also personally attend the opening ceremony of the third China-Africa Youth Festival and relevant events of the Departure Ceremony for Chinese Youth Volunteers Leaving for Africa. I hope you could make the most of your stay by seeing more, hearing more, and feeling more about China and its people and get a deeper knowledge of China's traditional culture and its modernization achievements. I also need to remind you that we are only arranging visits to economically developed cities in China this time because this is going to be a short visit. We are yet to take you to China's countryside and the central and western regions. So you are going to see only the fast-development side of China, but we do have many poor and economically disadvantaged regions and many people who still have subsistence problems.

青年朋友們，中非友好的今天是中非幾代人共同努力的結果，中非友好的明天還要靠中非青年去共同開創。中國有句古話，青出于藍而勝于藍，意思是說青年一代不但能夠繼承老一輩的傳統，而且能夠不斷發揚光大。我相信，在你們河中國青年朋友的努力下，中非友誼之樹一定能夠萬古長青，中非互利合作一定能夠更加興旺！

Dear friends, the friendship between China and Africa is the result of concerted efforts by generations of Chinese and African people. The future of this relationship lies in the hands of young people. An old Chinese saying goes, "indigo blue is from indigo plant but is bluer than the plant itself". It means the young generation can not only inherit the traditions but also build on and strengthen these traditions. I'm confident through our joint efforts, the tree of friendship between China and Africa will remain ever-green and our mutually beneficial cooperation even more prosperous.
