按照規(guī)劃先行、基礎設施先行、環(huán)境綠化先行的發(fā)展思路，“北外灘開發(fā)工程”重點將推進上海國際客運中心、世貿(mào)新城、臺商國際貿(mào)易園區(qū)、東長治路拓寬工程、濱江綠地建設工程、“上海之星”文化旅游街區(qū)六個項目。整個工程計劃在兩年內(nèi)所有建設項目全面開工，五年內(nèi)開發(fā)建設初具規(guī)模，八年內(nèi)全面完成綜合開發(fā)，實現(xiàn)北外灘地區(qū)生態(tài)環(huán)境、建筑風貌、產(chǎn)業(yè)結(jié)構(gòu)、城市功能的歷史性跨越。

With the principle of emphasizing the initial planning， infrastructure and afforestation， the “Northern Bund Development Project” will focus on 6 parts： International Passenger Station， the New World Trade City， the International Trade Park for Taiwan Businessmen， Changzhi Road （E） Broadening Project， Green Space Project along the Huangpu River， and the “Shanghai Star” Cultural and Tourist Streets/Areas. The “Northern Bund Development Project” is expected to begin with all its parts being launched 2 years later， completed at an initial stage 5 years later， and completed successfully 8 years later， thus greatly improving the ecological environment， buildings features， industries mix and municipal functions in the Northern Bund Area.
