最近，由于出租車司機(jī)對(duì)承包金過高、黑車橫行等問題不滿，重慶、海南三亞、甘肅永登地區(qū)接連發(fā)生了出租車罷運(yùn)事件，給市民和游客出行造成不便。看似突發(fā)的出租車司機(jī)罷運(yùn)事件，其實(shí)是不合理制度長(zhǎng)期醞釀的結(jié)果。

　　盡管7元人民幣（約合1.03美元）的起步價(jià)已經(jīng)比其他出租車高2元了，但是付先生的福特車每公里計(jì)價(jià)2.4元人民幣，仍高于其他出租車每公里1.8元的價(jià)格。
　　在上面的報(bào)道中，flag-down fare 就是指 the minimum charge for hiring a taxi, to which the rate per kilometer is added（出租車“起步價(jià)”），它還可以用 flag-down rate 或 flag-fall rate 來表示。
　　如：Taxi drivers and Taipei City government officials are considering a number of proposals for a flag down fare hike almost certain to be implemented next month.（臺(tái)北市政府和出租車司機(jī)正在考慮出租車起步價(jià)調(diào)漲的幾個(gè)方考試&大案, 調(diào)漲時(shí)間基本確定在下個(gè)月。）
　　Flag down 從字面上看是指“揮旗”，原來它是指在比賽中裁判手中的旗一揮，比賽就開始了。引申到這里，它的意思是“要求停車”，如：A policeman flagged down the car with his flash light.（警察揮動(dòng)手電筒讓那輛車停下。）
　　Flag 也可以單獨(dú)使用，表示為某人“叫車”，如：The secretary flagged me a taxi. （秘書為我叫來一輛出租車）。
通常起步價(jià)還可以用 flag fall 來表示，但如果你生活在澳洲，flag fall 就有另外一層意思了，它指的是手機(jī)的 connection fee（接通費(fèi)）。
